Wrong Billing by Hotels & a Restaurants in Haryana

Last Monday I was travel from Punjab to Faridabad & in between we had a lunch at Mannat Haveli at Murthal.
1. They are charging VAT & Service Tax on total amount.
2. As far as my information goes they can charge service tax only on Services Rendrered by them.
When I raised this point none of the staff members paid a ear to my submission when my voice pitched little heigh than only he started telling me to offer discounts & even at one point he was ready to wave off entire bill.
Is this kind of malafied practice is acceptable & what kind of check is available from Govt. side.
If you consider footfall & daily billings yearly they will mint few lacks from Govt Taxes alone.
Suggest where I can appeal or raise the concern
Would like to add they are giving bills on thermal papers where all writings fades away in couple of days. more  

All the service providers are following this irregular practice and shelling out extra money from the customers' pockets and earning extra. The customers do not make any objection because of ignorance. In fact it is the responsibility of the government, who are the actual beneficiary of service tax, to publicise as to which are the items of a bill to be subjected to payment of service tax, so that the shop keepers/hotels/restaurants can't befool the customers taking advantage of their ignorance. I think in the event of such issues, cases can be filed in the court of the District level Consumer Forum. Xerox copies of such bills are need to be preserved for future reference. more  
I agree with Mr jain, this happens everywhere and most of the customers do not pay attention to these issues. One of my friend had a tough time fighting with hotel management & its accountant. Finally management accepted, but there was no change in process. relief was granted only to particular customer only. more  
It happens ev everywhere. These days, you have to watch your wallet carefully and be knowledgeable, else you'll have your money gypped right under your nose. more
