What about pedstrians in the new transport policy

The recent promulgation of new transport policy enforced across the country, but unfortunately there is no word about pedstrians. In most of the cities there is no pavments, no time given for pedestrians to cross the roads. Even on the cross roads even the on duty traffic constables or wardens hardly look towards the pedestrians n there is no crossing time allowed for pedestrians, the vehicle drivers don't slow down or stop their vehicles two ,three or four or multi wheelers. Is there any law to regulate n the city police chief hardly comes out of their office to personally see the plight , hardship of pedestrians. If footpaths are there enchroched by the hawkers or shop owners put their goods on it. About these many times the attention was drawn of the police n traffic commissioners but no action. As if they are never going to walk on the roads or their sr.family members also need to cross the roads. A sr. Citizen can't run or walk like machine.
If local circle make this to take up to the authorities n the ministers will be a great help to the pedestrians n sr.citizens. more

Less importance to pedestrians means 1. Encouraging vehicular traffic and pollution. 2. Ignoring health issues arising from more use of vehicles(Not walking or cycling) more  
We are totally on same page. Pedestrians need exclusive lanes which is usually encroched by illegal parking or hawkers. more  
The new traffic rules are full of flaws and shortcomings as well as one sided. Mostly it deals with only the movement of the motorized vehicular traffic though its a fact that the smooth traffic movement is often obstructed by the pedestrians, hand cart pullers & cycle rickshaw pullers, bi-cycle riders, non-use of proper lanes etc., which issues have not been properly and adequately dealt with with provisions of penalty. As far as foot paths are concerned, wherever these are available, the foot paths are largely used to gain political mileage by allowing hawkers and petty shop keepers to capture for their business activities leaving little or no space for the pedestrians to move forcing them to move on to the roads. Its better to speak least possible about our traffic police, particularly those who are posted in medium and smaller cities & towns. They are neither well aware of the traffic rules nor properly trained. They seriously lack sincerity towards their duties. They rarely demonstrate courage to establish the rules of law and suffer from permissiveness. They themselves are often found in indulging in the traffic rules, while many of them are not physically fit for the work. Until such issues are dealt with in the desired manner, our traffic system is unlikely to improve much in the coming future. more  
No doubt the pedestrians are least important in our transport system / infrastructure. Pedestrians paths are either missing. If available, then not properly leveled (not worth walking). They are full of encroachments at many places. Poles of light or signals are placed on pedestrian paths. ... So the legal requirements of pedestrian paths are met but it is not for people to walk with normal comfort...... Situation is same on main roads as well as in localities....... Unless the accountability of keeping the pedestrian paths walkable is fixed, things may not improve..... But it is possible....The fine on encroachers may not help. ...The fine should be on the authorities / administrative people under whose jurisdiction the area comes..... more  
my observation is that whatever footpath provided are more a sort of formality rather than pedestrian's convenience. there is tremendous scope to reduce the traffic flow . this will reduce so many other problems. more
