Root cause is citizen itself who are greedy and want to live at other's cost. Next performance of politicians including counsellors need to be reviewed and non-performer need to be thrown out for which the people should have the power. Local resident associations in a ward can join together and form a committee who will monitor and take it up with respective forums, in case of violation in their locality.

Yes, you are very correct. But when the local authorities or their authorised representatives go on collecting monthly booty from these traders, who is their to stop this illegal practice. India has to come above corruption and adopt fair method to rehabilitate the traders or any illegal activity.

There are so many other ways to pay periodical bribes to the concerned authorities. Few are: 1. Big industries totally ignore to establish the anti-pollution projects and pay periodical bribes to the concerned officials & political leaders; 2. Recently it was transpired in our city that the basements of several commercial complexes earmarked for parking were sold out to the business establishments and godowns were constructed therein and the visitors/customers of the shops therein are forced to park their vehicles on the road sides resulting in traffic jam; 3. The food inspectors of the food department and the municipal corporations rarely visit the eating houses and the sweet shops to ensure cleanliness & quality maintenance by collecting samples and get tested in the laboratories. Whenever they decide to visit, the concerned shop keepers, restaurant owners invariably get prior information to get prepared for the visits. They are definitely paid periodical stipend for their excellent support towards the inhumane & anti-people activities of the business community ; and the list would be endless, majority of which are known to most of us.
