Views on Actions for Garbage Handling in Socities

My view on this is furnished below:
1. Burning garbage openly should be completely banned and the ban enforced by municipality and police. *** I agree with the proposal but, the municipality and police should be accountable and effective. Only making the law does’nt have any effect.
2. Checks should be made by roping in Citizen Reporting with Municipal/Police enforcement. *** This is a good proposal.
3. The organic and hazardous garbage should be burnt through an incinerator to avoid air pollution. *** Organic and combustible garbage should be burnt in the incinerator and heat so generated should be gainfully utilized.
4. RWAs and other resident bodies should make sure that the residents and their staff are strictly advised on not burning garbage. *** I agree and this is a good proposal.
5. Large compost pits/bins should be maintained in every society/colony *** Compost pits generate heavy stinks polluting the surrounding the colony and affects general health. Instead compost making machines are available / services are available wherein machines are used to make compost without the necessity of a pit. These are now installed in some of multi-storied societies. This method should be preferred modern world.
6. RWAs should be authorized to fine anyone found burning garbage. *** I agree with this. In fact this should form a part / a clause in the Bye-laws of the RWA / Apartment Owner’s Association.
7. Awareness should be improved to reduce burning of rubber/plastic materials openly. *** This is a good proposal. But alternatives should be looked in to for recycling of rubber, plastics material and collection and marketing channel should be found.
8. People should be educated about the diseases caused by burning waste in open. *** I agree with this.
9. Private vendors should be engaged for door to door garbage pickup free of cost or at a very nominal rate. *** People should be educated to segregate garbage like rubber/plastic/glass/aluminum/paper etc as non-biodegradable for recycling collected in blue bag and kitchen waste/food etc as bio-degradable for making compost collected in green bag for identification. This way door to door collection should be made.
10. Every district should have at least one garbage treatment plant. *** This is alright but in an isolated place away from habitation.
11. Municipalities, MCGM should provide helpline numbers to report this, and an 'action taken' status should immediately be conveyed. *** This is good proposal.
12. General awareness programs must be held frequently on Radio/TV. *** This is good proposal. more

The non performing officials must be punished,then non compliant municipalities must be starved of funds Untill rectified. more  
Lots of green garbage is due to vegetables having improper waste leaf,shoots & twigs eg : cauliflower,cabbage, greens leafs shoots. The waste materials on vegetables shall be cut & segregated at farms not in cities. more  
What Aghore Nath Mitraji said is right - Garbage needs to be handled more professionally less casually. more  
Privatisation and effective policing is the solution. In India there are lot of laws but there is no implementation. Strict actions should be taken on officials neglecting their duty. more  
Garbage are not useless it is our wealth. It should be used properly for our day to day need, like fertilizer etc. more  
I have seen municipal employees burning heaps of garbage to avoid lifting. Even they burn garbage in garbage filled vehicles/ trolleys. Strict action should be taken against such employees. more
