All districts/towns with NIL case as on 14th April, should be opened gradually, working between 11 am to 4 pm, maintaining social distance & hygiene, with no permission to travel outside their locality, elders and children to stay at home, no close contact businesses permitted like beauty parlors, hairdressers. Restaurants permitted only Take away. etc The same can be considered for any district/town not reporting any new case in past 4 days. This can be a running metric. Then we review on 21st April more
