Unlicensed Weapons - Issues

This matter is being discussed in the Safe India circle and being raised in parallel here.

85% of murders committed in India using firearms have unlicensed guns involved. UP and Bihar make 67% of these murders with unlicensed guns.

Witht his post we would like to seek your inputs on the unlicensed gun industry. Please share issues related to the same and root causes of these issues for us to collectively understand it.

Once we understand it, we will have a seperate discussion on solutions that need to be implemented to address this menace. more

The illegal arms should be stopped. The insecuriy and mentality of some illiterate people insist to keep illegal weapons. Police is also liberal in the matter. The culprits are released with bail. The strict actions are required in the matter. more  
Police in our country is looking for cuts only. Where ever they smell money they will go for that work. Even if you have to file FIR you have to prove that filing FIR will be beneficial to them. No wonder people have to take care of themselves. more  
Quick and strong action against the manufacturing units of illegal arms should be implemented swiftly.The political leader who petronise such units should be jailed and get debarred for contesting elections. more  
The issue of unlicensed arms can be discussed in three parts: 1. The demand:- Why is there a demand for arms? The state law enforcement agencies in most states has totally failed to provide protection to its citizens. There is no confidence in general public about the law enforcement by the state. In that case the law abiding citizen has to fend for himself. The states you have named are all failed states where jungle raj prevails. If the police is strong and without political influence people will feel secure and demand for arms for self protection will reduce. Further the procedure for obtaining a legal weapon is so tedious and costly (bribing authority) that genuine people to are tempted to take short cut. 2. The manufacture and distribution: Police is very capable of tracing the source and supply chain of illegal arms and ammunition. However, the politicians are patrons of these illegal arms suppliers as they get good cut from their profits and hence police is neutralised in taking any action. When you are facing such unholy nexus, police finds it easy to join in to benefit rather than facing transfers and/or elimination. 3. We in india have lots of laws and many more rights given by our constitution. However, there is no enforcement. Courts are only waste of more time and money. Easy solution is, someone offends you, just shoot them. If the judiciary works efficiently and punishments are quick and effective this attitude will change. Neither arms will be available freely nor used freely. more  
I think this calls for relaxing the current social & police stigma on keeping weapons for self defence. Let the State beef up it's policing ability, and then noone will need them any more, but the way several states have gone, WB, UP, Karnatak, keral being chief amongst them, it has become risky to just be moving around in these states. more
