To reduce the pollution levels and manage traffic

To reduce the pollution levels and to manage the traffic well, I feel the following measures should be taken :
1. Footpaths and exclusive cycle lanes should be made on all roads to encourage people to walk and cycle. Many of us want to do so but are not able to do so in the absence of proper footpaths and cycling lanes.
2. Public transport system should be effective and efficient. Many of us want to use public transport but due to poor connectivity and long waiting time avoid it. There should be a metro train every minute. Most of the buses are plying on long routes. Instead, buses should ply on outer and inner ring road clockwise and anticlockwise every five minutes. Similarly buses should ply on east-west, north-south, northwest-southeast and northeast-southwest main road routes to and fro every five minutes. On all other roads mini buses should be plied for short distances connecting those roads with ring road or other main road every five minutes.
3. Unauthorised parking should be strictly dealt with. A traffic police crane helpline number should be started and publicised where anyone can complain about a wrongly parked vehicle and the crane should come within 15 minutes and tow away that vehicle after verifying that it is wrongly parked.
4. Only a limited number of new cars should be allowed to be registered every month. Priority should be given to customers not owning any car already on first come first serve basis.
5. All diesel vehicles should be phased out and new diesel vehicles should be banned in a phased manner over next 5 years. more

I have thought up that the suggestion of odd and even is good but it can be very good if the following exemptions are granted; 1. Persons of age more than 65. 2. If +2 persons are travelling. 3. If the persons are travelling within 3 kms of the residence These exemptions have been suggested because of absence of foot paths and caring public transport system.Presence of rough driving on roads by rough drivers. more  
Delhi is very hostile to pedestrians, public transport commuters, and cyclists. Police also favours owners of cars, who drive in high speed and in nights with high beam head litghts. Police diverts bus to any directions. People keep on waiting at different stops on a designated routes. Speed limit is for buses only. Buses don't use high beam light during night. Due to diversions, passengers have to get down at far off places from destination. During Republic Day & Independence day rehearsals, buses are stopped 5-10 kms away from venue, but cars are issued special parking labels. Motorcycles are driven on footpaths and cars are parked on footpaths. Car and bike drivers don't honour zebra crossing. In central New Delhi, where roads are good, cars and bikes are driven very fast. Speed breakers should be fixed after every 100 meters to control rowdy Delhi cars. Every Metro station should have DTC bus stops exactly below the station or exactly above the stations. more

Govt. Shall have to restriction on registeration vehicle in delhi less than 500 per month. Put in Gulf type driving licences issuing norms. Diregisteration of all vehicles more than one vehicle per dewlling address. No registeration of diesel vehicles in Delh increase the efficiency of public transport system Without very stong and harsh measures Delhi will become un-livable within next one year more  
Nice suggestion by Shri Rajsinghalji. The mushrooming growth of taxi vehicles need to be controlled as they are the ones who pollutes the air by rash driving besides accidents. One can notice that they never allow pedestrians to move, as they need that space also for their rash driving as if they are on a treasure hunt. more
