Its going up because citizens do not follow the rules of washing and distance between two persons or more, do not wear masks in the prescribed manner. Most of them (I know first hand) on trains, especially through suburban trains, do not wear masks at all, and nobody asks them to wear it properly. I have tried my best to do the same.
Government can say and prescribe, it's upto the people to adhere to it earnestly in the interest of his/ her and the fellow society people. If they don't follow, it will increase and government cannot help.
