Solutions to improve subsidized LED distribution

Below are the key issues as outlined by you with the current subsidized LED distribution process. Kindly review and help identify solutions that can be implemented to address these issues.

Issues with Subsidized LED distribution process:

1. It is very cumbersome to get the LED bulbs
2. The quality of the bulbs is not up to the mark
3. Some subsidized LED bulbs conk off within a few days
4. Subsidized LEDs land up at electrical shops and get sold at normal prices
5. Whenever one goes to pay the bill and asks for the bulbs, they are told to be out of stock
6. The customer helpline number given on the bill is mostly non functional
7. Many of the available units look fake
8. Many government ads are broadcasted in Hindi even in cities like Chennai and people don’t understand it
9. Bulbs are being used to get political mileage by some State Governments while they have nothing to do with them
10. Bulbs are being distributed using ineffective methods of a van going in a colony using a loud speaker
11. Majority people have no idea about the process to get the LED bulbs. more

There is a better way of doing this. In Australia, they are physically replacing the ordinary lamps with these bulbs and collecting the replaced lamps and taking them away. Earlier a similar thing was tried in Nasik and Jalna districts of Maharashtra where the payments were to be made through MSEB. Physically removing and collecting the bulbs and tubes will be a fool proof way of doing this. Collecting the tubes will also help in their destruction without causing environmental hazard. Ensuring good quality of bulbs and tubes as also essential otherwise the scheme will get a bad name and people will turn their backs on it. Free replacement and payment on the basis of the replaced quantity in the form of Energy Efficiency Certificates is the ideal mode. We have to design a operating system for this but this scheme is in operation in countries like Australia. more  
Many schemes are good but the implementation is bad and hence they are not really be successful This one is such Why not the distribution process be "just buy it in open market" at a price fixed by the Govt. by announcing for every bulb sold the shop will get some concessional tax rate In Chennai, Tamilnadu the EB dept. is not even aware of this scheme more  
Raw materials must be supplied to the manufacturers free of any taxes. The manufacturer must be exempted from any taxes like excise etc. Online facility for purchase must be made available for consumers to get LED lamps at the subsidized rate. more  
Friends, First of all I would like to say, that in our country , anything and everything becomes an issue and any such scheme announced by Govt. is half halfheartedly drafted.and then the executioners of any such schemes go on interpreting their own way and understanding. Why it cannot be simple ever, The main good reason may be the mind set of govt functionaries. They always think that citizens are dishonest except them selves? Why simple against the copy or the electricity bill or any ID it cannot be distributed. They have full details of the customer on their computer database, since now most of the cities and towns are having digitized record, they can easily verify it. I have seen some where they were asking ADHAR CARD WITH COPY OF THE PAYED ELECTRICITY BILL AND ALSO PAN NUMBER?WHAT A MESS? Some zonal offices were saying you can get extra number bulbs also by additional payment, so who is right or wrong how to judge. Or the moderator would not have to as for peoples inputs ever. Moreover, why only one fixed watt bulb? why not even some lower watt bulb where one normally doesn't require more light like night lamp or emergency light ? Any way it went on like this for last 70 years and may continue further in coming time. To change people's mindset is most difficult . more
