Sexual offences in Northern states of India
In spite of Nirbhaya act , aware ness campaigns and promised actions rapes are being perpetrated against women, children .Gang rapes reflect their level of defiance .
In spite of promises UP , MP, Haryana, Delhi are in the news for these incidents more than elsewhere in the country.
Telangana state specially Hyderabad is proactive with measures like response teams , apps , SHE teams, Buses for females in late hours from special areas , Ladies auto rickshaws , emergency numbers for females .
They have a dedicated lady senior officer , a lot of vehicular based response teams and actions rendered.
Eve teasing is less, crime is less and it has been praised all over.
The other states must take similar actions instilling citizens confidence other wise it will be civil war .Gang war , demand for individual guns will increase.
The home department of GOI has to advise these states on their inaction/slow action/ no action.cortuption at political level ,official level must be rooted out if success is aimed.

There is need of each one being conscious of one's responsibility towards administrative functions at ground level in each government department , enabling people - citizens in each circle to develop trust , confidence and strengthen the bond between private & government sections . This is only possible when the two sectors government & private understand interdependence.

Exactly correct. Fundamental Duties Article 51 A was adopted in Constitution in '77 realizing this this Responsibility issue but Country still to mandate in detail . S.C. also confined that Parliament can mandate these but, the ill-full Political Selfishness did not care even though there have been many diversities/ unlawful issues in the Society were found.

1. The society itself is corrupt 2. The judiciary, police, etc. are corrupt. 3. There are more than enough laws, but tardy implementation. 4. Fake & false cases are regularly registered which dilute the real cases. Unless we root out corruption, nothing is going to move

यदि सिर्फ कानून बनाने से अपराध पर नियंत्रण किया जा सके तो कत्ल तो कभी का रुक जाना चाहिए था पर ऐसा हुआ नहीं इसलिए सिर्फ कानून से कुछ नहीं होगा उसका कृयान्वन इस तरह से होना चाहिए की अपराधी की रूह काँप जाये पर यहा कृयान्वन ही तो नहीं है - कानून मे दोष नहीं है पर हमारे कृयान्वन मे दोष है और अदालती कार्यवाही दोषपूर्ण है

Before we hate the culprits, the situations that takes place in today's society should think of. With the increasing population, there is very less place for more people. There are ten members living in a single room of 60 yards. Under these circumstances, just to hang people is not the resolution. First of all, government has to pass an ordinance for controlling population like in China. Secondly, government has to provide shelter for the existing people of the country. Less place more people. Nobody can control emotions especially sexual emotions. Further, every politician or public speaker is saying one thing "Men have to change their mindset". But, I am saying one thing, IF IT IS NOT POSSIBLE FOR MEN, WHAT DO WOMEN SHOULD DO ? THEY HAVE TO STOP EXPOSE THEIR BODY AND CINE DIRECTORS SHOULD STOP EXPOSING HEROINE'S BODY IN PICTURES AND THEY DIRECT FILMS THAT SHOULD GIVE GOOD MESSAGE TO THE SOCIETY ESPECIALLY TO YOUNG PERSONS. AT WORK PLACE ALSO, WOMEN DRESS CODE IS IN OBSCENE NATURE. THEY EXPOSE THEIR UPPER PARTS AND UNNECESSARY MAKE MEN AS CULPRITS. IF THE SAME IS GOING ON, NO GOVERNMENT CAN STOP ALL THESE UNTOWARD INCIDENTS.
