Refund rules for Air India cancelled flights

Air India is not refunding the amounts paid for travel abroad in May but asking passengers to travel by 30th September 2020 or 31st March 2021 and pay the fare difference if any.

Why should this be so? Passengers who do not wish to travel should be given a full refund.

Can the consumer affairs dept or DGCA look into the matter and issue appropriate guidelines taking consumer interests into account?

Air India Should give refund if we wish to cancel the trip because of covid 19 more  
Airlines refund rules do not specify situations where the flight is cancelled by the airlines or due to force majeure events like pandemic. It is the duty of the airlines to refund the amount legally. As the intending traveller may not choose to travel at a later date also, it is the responsibility of the airlines to refund the fare immediately. Unless Govt put their foot down on airlines, they may not relent. more  
Different domestic Airlines other than Air India have informed through email about cancellation and gave options on refund or rescheduling, Why Air India similarly can not inform individuals via email ? more  
You have a choice - buy tickets with refundable or non-refundable fares. more
