PSU LPG gas companies demanding current rate of cylinder security in case of transfer
Can any body inform as to why these PSU LPG gas companies demand the current rate of cylinder security of around Rs.2100/- when the previous security given 40 yrs ago was only Rs.15/-. my father got connection in 1962 with just 15/- as gas cylinder charges when in those times LPG was introduced in our country . Now after expiry of my father when I went to HP gas to get the connection transferred in my name, the distributor Fairdeals in east of kailash demanded revised security of Rs.2100/- as per current prevailing charges.
I am not buying a new connection, just transfering the name for the purpose of mentioning Bank account no. so why I have to pay revised security.

Thanks for detailed study. Kindly check whether ESSO Employee or HP employee is written anywhere in any document related to connection in your father's name and Rs 15/- is security for connection or for cylinder & regulator or both. Did you give all documents as listed in 7(i) above for transfer of gas connection. At present who hold the original papers and if with HP distributor, do you have the receipt? Also ask the HP dealer, what was the security for non-employees towards connection, cylinder and regulator in 1962. more

I have found a ruling that they cannot charge any extra deposit in case of CHANGE OF NAMES to the heirs, yet they interpreted it in another way that since my father was retired employee of ESSO before formation of HPgas and was given ESSOGAS IN 1962 without security(which was merely Rs.15/-those days) so I as heir is not entitled to get benefit of those rules which are for general public not ex-employees. How do we change the name of the connection holder? Ans. An application with details Legal Heir certificate NOC from other Legal Heirs of the deceased consumer Death Certificate Completed KYC form (312 KB) PDF File Opens in a new window with valid Proof of Identity (POl) and Proof of Address (POA). Affidavit in Annexure F, (175 KB) PDF File Opens in a new window in case original SV is lost. Please take a copy of rules that go against transfer of LPG to heir/spouse/son/ daughter and the date of these rules. If after taking connection in your father's name, the rules can not be applied from back date. See if your mother is alive any provision to transfer the connection in her name. Now take advice from your known lawyer or known LLM student. If he/she advise to file case in consumer forum or in appropriate court. Rest is your wisdom or sixth sense to go to the courts as they take long time, lest cost of fighting the case is more than taking a new connection. more

YES, but they say say rules diff for consumers and employees. emplyees have no rights vis vis their family usages. more
