Plastic Ban, Pune Smart City

Who planned Plastic Ban?
Which country does not package material in Plastic?
Govt. Banned plastic bags, all vendors give carry bags even if you do not ask for it.
Gutka banned, but it is available from Stalls installed on Footpaths and Roads.
Singapore has Bins and Recycle Bins at convenient places all over. Pune Displays Smart City but there are No Bins in most of the City. There used to be Garbage Containers, but now most of the City is Container Free. Public Litters, Spits all over. PMC doubled fines in 2012, for Spitting, Littering, Urinating on Public places. Does PMC fine anyone for Spitting, Littering. If yes, how much money it collects. If Fines were enforced, either PMC would have become richest in India, or Pune would be Swachh.
Pune has 10 ranking in Swachhta. Who gives this ranking, are Citizens consulted?
You visit Airport Road, it has No Drainage, No Footpath along Jail Road. There was a Urinal, with provision of water to maintain it clean. You could not pass by it due to stink. Recently I wrote to Pune Mayor Ms. Mukta Tilak, about it and other things. Now Urinal has been removed, it was installed by Nagar Sewak of the area. He displayed his name, but did not arrange for Water connection.
Due to ban PMC has collected fines. Its staff also would have made money, but no one cares for inconvenience to Public and shop owners. more

Madan, are you suggesting that "until all arrangements are done for your lazy habits", plastic must be allowed to destroy the habitations? There is more plastic than TISH in the sea -EVEN TO-DAY. EVEN ALL CRUDE OIL EXTRACTION MUST BE BANNED. -- Dr.S.V.Nadkarni more  
Thank you very much for your no-nonsense comment. However, Government should have taken up a mass education programme about the perils of plastic bags. Oceans are remote, what about clogging of drains with such bags and causing water logging! more  
We have so many laws but poor implementation.This is the real story. more  
Madan , with reasons & logic mentioned by you , no government should have any rules & laws !! there is always resistance to change !! can we as citizens try to change and adapt for better environment and clean surroundings ? systems can always be fine tuned and further improved but one has to start somewhere ? why do we always ask questions to all the decisions or new laws which are meant to be better for the society ? yes , one can continue to suggest for improvements and i am sure the administration would also be happy to continue their efforts to improve . lets start somehwere !! more  
The ban on Plastics is good for environment but the implementation is done in a wrong way. They should have taken the manufacturers in confidence, closed the manufacturing and distribution in a phased manner, could have trained the users for alternate material etc. more  
Hi, Invariably, Indians living outside India follow the rules because the implementation is rigorous. On the other hand, in India, one can get away by "bribing" the enforcement agent- the bribe can be as low as Rs 10. The enforcement agent has to pay to her/his boss who has to pay to get posted at a particular place. The only way out is "minimisation of human intervention" as has been achieved in railway bookings and passport offices. All interested in the betterment of society need to concentrate on this aspect of our day to day administration. Best wishes Bansi Lal > more
