Odd Even Formula
This is the urgent need to reduce pollution and road congestion in Delhi. But road rationing must be the the last resort, but never be the first step. First of all we must make our existing roads available for the vehicular traffic, and that too in a systematic and lawful manner. Right of Way (ROW) is the first right of the vehicles. But our roads are occupied by unauthorised users for illegal manners. No step is being taken by the authorities to clear the roads from unlawful encroachments. Delhi Govt. can take below steps before road rationing is done -
1. Illegal parking on roads in front of Govt. offices, schools, colleges, markets, Malls, Cinemas and all types of public buildings be strictly removed.
2. DTC buses must obey traffic rules - illegal stoppages in the middle of the roads, taking and dropping the passengers at unauthorised locations on the roads, fast speeds, wrong lane changing, driving in the wrong lanes etc.
3. Schools not to allow children to board and alight outside the school premises on the roads. This is very common all over the city, which dangers the children safety as well as create traffic congestion.
4. DTC bus stops have become markets for fruits and vegetables hindering buses to use the space, and attracting more cars to park on the road to make purchases, resulting in traffic congestion.
5. Roads including service roads are occupied by car dealers, and repair workshops, Fast Food outlets to park their as well their customers' vehicles on the roads, again creating traffic congestion.
6. Now we find even foot paths occupied by property dealers putting their display boards, chairs and tables. Such encroachment of public property for businesses must be stopped immediately.
Our MISSION should be RESTORATION OF ROW for Delhi vehicles.
The above measures are essentially to be implemented on the first hand. The result will be the same as achieved by the Odd Even Formula without putting the citizens in any hardship due to Odd Even restrictions.
The main problem in the Odd Even formula is for small self employed persons of Delhi who have only one car per family, and have to move around all the day. This segment is not able to voice their concern in the matter due to lesser approach . The Govt. must consider their requirements. Delhi's major economy is based on such self employed persons. We can achieve better results as to pollution control if we provide the vehicles their due RIGHT OF WAY (ROW).
Circular to schools have been sent that DTC school buses will be discontinued during odd-even rule days, what is this? Is this preparation by the Delhi Govt for odd-even? How will the students manage without school buses OR parents will have to face burden of pvt taxis, Kejriwal ji must look into this inconvenience of school going students.

As far as tussle between Delhi Police and Delhi Govt. is concerned for these measures, many of the measures can be done without Delhi Police help. Like 1. Disciplining DTC buses and drivers, managing DTC bus stops by clearing them of the illegal encroachments by Taxi Stands, Car Dealers, Fruit shops etc. and all: 2. Controlling traffics in front of Schools and colleges. Educational institution managements have to be directed not to allow any buses, vehicles to park in front of their premises. Look at the manners and systems by which children are alighting and boarding their vans, rickshaws and buses. Today's Delhi youth do not respect any traffic law which is evident on the roads. This is due to the way they daily commute to and from their school/ colleges. 3. Administration of Delhi Govt. offices can be strictly advised to see that no illegal parking is done in front of their offices. Here we will have to abolish the VIP culture adopted by Govt. officials by not allowing any public vehicle in side the Govt. office building. Are these buildings erected with NO PROVISION for visitor parking ? 4. Delhi Jal Board and PWD should be strictly advised to do their construction/ repair work on the roads keeping in view the public conveniences. Delhi Jal Board keep the roads blocked for months together blocking the traffic. Similar is the situation with PWD work. The above discussion covers only some areas of required steps by the Delhi Govt. Delhi Govt. can at least help Delhi roads to be regularized through its Department of Public Grievances/ and/or with the help of AAP volunteers if AAP really want to serve Delhi people and give the public NEW way of Rule as the public is expecting from this party. Also the Punjab people are looking at this situation in Delhi to make their judgment in favour of or against AAP in their coming State Assembly elections. ODD EVEN FORMULA IS NOT JUSTIFIED SOLUTION AT ALL This decision will penalise the law abiding citizens ( who own legally registered cars) at the cost of law violating encroachers. Justice does not allow the imposition of ODD EVEN Formula. It is wrong to ban legally registered cars not to allow to come on roads because the Govt. could not make available their Right of Way on the roads due to its illegal encroachment by various sections of the society. So kindly first allow the legally registered cars their basic right of way. The Govt. can go for banning new registration of vehicles if roads are not available with them, but already registered vehicles should not be banned. Kindly consider the humanitarian grounds for self employed small people who own single car per family. They are also voters and citizens of Delhi.

THIS IS ANOTHER WAY OF HELPING CAR DEALERS TO SELL MORE...look at the hidden agenda (car sale was dipping in Delhi)..There are n number of reasons need to control pollution , why odd -even only .ask factories to run like this...ha ha

To implement most of the suggestions corporation of Police is required. Unfortunately Police does not Listen to APP who represents the common men in Delhi. Probably police is under instructions from Center / LG not to follow requests of APP... or is it a matter of their HAFTA ?

Agree in full. Roads are under use more for running business than for commutation which these are meant for with the connivance of local Police and Corporation officials. Wish, Kejriwal Govt. shall be able to tackle the encroachers which the previous Govts. chose not to.
