NGT and MoRTH and useless vehicle scrappage rules

The rules made by NGT and Ministry of Road transport need to be challenged in the supreme court because they are banning vehicles above certain age from Plying asking they be scrapped.

When vehicle owners who paid 15 years of registration fee put their hand on heart and make difficult decision of taking the hit and buying a new vehicle with some small incentives and try to find a scrapping center, there is none. See attached.

We need ngt and morth challenged in the supreme court. 1.25 lakh vehicle owners are struggling as they cant scrap and get the incentives to buy a new vehicle. Because of black listing they cant even sell their vehicle.

Fuel pricing, coupled with car manufacturer's greed in producing diesel vehicles, ostensibly with the government's subsidy thereon, being the buyer's incentive, has led to this. Diesel vehicles accounted for about 50% private 4 wheelers sales solely because the purchasers wanted benefit of a very cheap fuel, even though it was highly polluting. Pollution now manifold, given the vehicle's age based life, rather than condition, leading to the aged cars too being scrapped. Scrap occupying land, while air has gotten more polluted. more  
Perhaps nowhere in the world such a law exists. No matter age of a private vehicle (for commercial vehicles maybe), as long as it adheres to fitness standards and is road worthy, such a blanket ban in my opinion is illegal. And we aren't living in a dictatorship or are we! Who will file this petition? more  
I Absolutely agree... Policy and rule making at its worst is painfully evident ... But even the Citizens unfortunately have not been able to raise their voices well ahead in time and in unison against the arbitrary decisions of government and authorities... As a result crores of wastage is happening ... People's hard earned money is going down the drain... While pollution is still not under control even after all this exercise in futility... Authorities are still like headless chicken more
