Municipalities of Delhi - Key Issues

Dear all:

With his post, we would like all of you to list the various issues faced by you with the current workings of municipal corporations of Delhi.

Once we list all the issues, we will review root causes and solutions to put together a comprehensive whitepaper for submission to the CM and his leadership team for actions.

Transparent and Efficient functioning of municipalities is critical to a clean Delhi and for improving civic services to citizens.

cleaning of city is very most problem.first it has to solve.cleaned delhi will bright AAP image if it happened in AAP gov. more  
MCD official are still asking bribes in unauthorised colonies be it constrcution or house tax dues. more  
Being a great capital of India Delhi there is no much effective municipal corporation as per expectation. This is because of multi power authorities in Delhi. i.e. Central Govt which mostly fund to MCD through Delhi Govt. There is also New Delhi Municipal Corporation (another civic body) Due to these multi power authorities it becomes the scapegoat of politics. Because it is not possible to have a majority in all these platforms by a political party due to various reasons. If we go in past of MCD its condition is not very good since last 20-30 years. After bifurcation of its in 3 areas it has also gone in worst condition because There are three mayors/commissioners and except financial burden there is no improvement in the scenario. Moreover, politics is another major issue which also affect the development as well as better solution of civic issues. Corruption, political causes, multi power factors, lethargic bureaucracy, loose administration, non cooperation among multiple agencies like DDA, MCD, NDMC, CPWD, PWD, Delhi Govt./Central Govt, DJB, BSES etc. are major issues which should be discussed at large and a amicable solution should be there by fixing Nodal Authority in every Agency for best coordination among all these will be in the interest of service. By adopting such a fare and selfishness view we may make Delhi Better. more  
With the past 25 years of knowledge of MCD I do not think it is possible to mend their ways. So I propose the following. 1. The job of cleaning and sanitation should be given completely to RWA. The funds should be earmarked in proportion to house tax collection. 2. Recurring work on footpaths, verges and drains are complete waste. Solutions which are durable should be implemented (like Trimix Concrete flooring for footpaths). 3. Buildings plans and completions should be online only, without any interface with the MCD engineers. 4. House tax billing and collection should be completely online on the lines of UIADI or TCS. We should try to have an organisation which is tech savvy, lean and completely transparent. more  
I would suggest that we make all decision of Delhi Govt transparent and post them on Website (we can leave Personal matters and any confidential matter), but commercial, transfer, expense, salary etc can be made available online. All communication to various agency be made available. Once the Delhi Govt take the lead, they can insist on MCD/ NDMC / DDA/ DJB/DP and other to follow suit. Subsequently it may become a model for transparent and honest communication for the masses. We will have better knowledge on how file noting are made and maybe youngster will find it easy to learn and handle not only govt jobs but any job!!! A good HR work also for the masses via IAS/ IRS/Secretaries!!!!. Also every one will know how many staff are able to have a posting of their choice by siting various reasons and paying money!!! A big industry for corruption. more
