Municipal Procurement Issues: Inputs Sought

As outlined by some of you in multiple posts, slow inefficient, and non transparency procurement by many municpal bodies has led to poor waste management, management of public conveniences in the context of Swachh Bharat.

With this post we seek every possible procurement issue that you are aware of in regards to your municipality. Kindly list them all so we can jointly understand the issues and develop solutions.

Understanding these issues at the root level is critical for addressing them effectively.

it would be better to standardise equipments , system and process depending on volume . there may be many suppliers which can fulfil the terms/ conditions in quality and guaranty/warranty of the equipments . depending on the track record , price and delivery supplier should be selected . system should be online and accessible to public scrutiny. the team who is responsible for procurement should be accountable for failure or inferior quality of equipments and system. keep updating citizens in form of newsletter , advertisement , billboards the activities taken by local government and progress chart. more  
The opportunity to engage with the community on the topic of municipal corporation's procurement issues is greatly appreciated. With regards to procurement, I submit two (2) issues: 1) Transparency related to tenders is clearly an issue. 2) Lack of citizen engagement regarding tenders for work that affects them is another concern. Use of polythene bags has reduced considerably here in Kanpur after the order was passed from top. Similarly for Swachh Bharat Mission, the top has to take initiative and some punishment should be imposed on the defaulters. more
