Municipal Corporations
We would like to suggest that Municipal Corporations in Large cities in India should be allowed to function as Autonomous Bodies without any interference from Local Netas. This would mean Civic Body elections can be scrapped which will result in saving a very large amount of money and time.
This change would require amendment of certain laws.

If we want to make things better, we must eliminate politicians and elections. (This is what the note seems to suggest.) This does not seem to be a great solution if an organisation is to be run only by empowered bureaucrats/professionals. It is very common for empowered bureaucrats/professionals to abuse the system more than a elected representative. Today, the elected corporators are the netas of tomorrow and there is nothing wrong with that. The elected representatives are usually face to face with real people at the ground level. They generally have a better understanding of local issues and not put up a elitist farce. Corruption is a vice with or without politicians. Eliminating one does not do away with the other automatically. Improving the existing system, making it more transparent and accountable is the need of the hour. more

Municipal Corporations are houses of big corruption. There should be organisatyions like that of Deputy Commissioners to decide, supervise, implement projects more

Dear Sir, It is my understanding that every elected public representative should be well versed with laws, rules and procedures connected to the function for which they are elected. otherwise, they are redundant and the work is done by the Executive recruited for that job. In fact, this is the situation in not only local bodies (Local self governments such as Mandal Parishads, Zilla Parishads & even Village Panchayats) but also in legislatures. Since we need Elected law makers at State & Central level, but for whom the laws made by Executive may be arbitrary, they can't be abolished. It may be prudent for the Nation to have qualification levels rather than getting goons elected but this is extremely difficult, if not impossible. Rest of the elected posts can be easily abolished by annulling "The Constitutional (73rd Amendment) Act, passed in 1992 by the Narasimha Rao government" and strictly enforcing the altered status. In order that arbitrariness doesn't creep in at local bodies, Members of Parliament assisted by Members of Legislative Assemblies must be made responsible for sorting out people's problems at local level. These Law Makers hardly work for 100 days and the rest of the days, they must remain in their constituencies. They get hefty sums for office maintenance as well as communication. This system will probably function better as there won't be `Too many Cooks' to spoil the broth. more

State government may not give their consent to form all municipal corporations an autonomous body. Today for all local nets, municipal corporations are milking golden cows. These local netas,enjoy enormous benefits and facilities, though, they are not worth, they get elected for manipulation and creating inflated Bill's. more
