Motivating Central Govt Performance - Solutions

Below are the key issues/root causes related to motivation levels of Central Govt employees. Kindly review and share specifc implementable solutions that must be implemented to address them such that they can help improve Government performance. A motivated Central Govt workforce is key to faster progress of the nation.

Motivating Central Govt Employees – Issues/Root Causes

1. Government servants are frightened to take any decision as they fear of Charge sheet or CVC reigning in even for very petty issue
2. Senior officers do not take any decision saying that they would soon retire and they do not want any problems at the time of retirement
3. Junior officers say that they have a long way to go so they don't want any hassle in life
4. Performance appraisals are fixed and not actually based on performance
5. Promotions are based on number of years in service and not performance
6. They are just supposed to follow orders and not be an innovative thinker
7. Their responsibilities and not clearly earmarked
8. They are always asked to work as individuals and not as a team
9. There is no 360 degree performance appraisal of the employees
10. All competent and non-competent employees are eligible for promotions equally which leads to demotivation
11. Group B and C officers in Central Government are not promoted at the same rate as Group A so the ultimate file movers are a demotivated lot.
12. Group A officers have ultimate authority to determine their own promotions and promotions of Group B and C and are therefore biased to drive most benefits to themselves
13. Deserving candidates/employees are stuck many times due to favouritism or corruption in the system
14. Promotions in central government bodies seem to need approval from the ministry even for junior level within the organization
15. In Defence and Central Government people do not receive promotions for 10 to 15 years or longer, though they are good. more

This so called " FEAR "is the result of 'perfected & institutionalised corruption' over the years started and allowed to flourish under the protective umbrella of THE DYNASTY for over 6 decades. Now things are changing but it will take time and this murmur is also a plea by the corrupt officials to get a back door entry into their older and accustomed ways of BRIBE TAKING. Don't give into this pressures. Things will get corrected in due course. Hasn't a SHESHAN work miracles in the same old rules to get respect to EC., more  
Solutions for Motivating Government Employees 1. The present system of Governance needs to be changed. Any Officer who is doing good work is transferred by his Political Masters. Therefore the power to transfer should not be available to any Minister. 2. Political system needs to be decriminalized. Anyone who has committed a crime should not be allowed to contest, whether convicted or not by Court. 3. Govt. Servants who are caught for corruption or any other wrong doing should be dismissed from service instead of transferring them. This will motivate them to perform. 4. There should be system for online registration of complaints against Govt. Servants wherein complainant's identity is not disclosed. Such complaints can be investigated discreetly and suitable punishment should be given to concerned Govt. employee. 5. The culture of making Courts taking routine executive decisions e.g. Whether a political rally can be held at a ground, permission for functions to be held etc. needs to be curbed by punishing concerned Govt. Employees who are paid for taking day to day executive decision for governance. 6. Appointment of unsuitable persons to head prominent bodies based on caste and/or party affiliation considerations should be avoided as it acts as a de-motivating factor. 7. Yes Minister culture of British era is still being followed and needs to be discouraged. more  
Give them the big hand with out interference by politicians bureaucrats definitely take decision more  
The Income Tax return submitted by the government employees who also have their own profit running business needs to be regulated so as to avoid ride by the Income Tax officers. The people who work as central government's distance education staff, can they give those experience in the profile to show their talent level???????????????? more  
I heartily endorse the view of Brig. Sharma. Each Ministry should have their own selection exam, and can select people who are fit and capable for their particular needs. This should apply not only in the Centre, but in the States as well. They should stay in that Ministry for their term of service. more
