When E.C. fail in justified mandates of Political Rule/Parties ; when S.C. cannot mandate Constitutional Directives of Rule, NONE CAN STOP ANY ILLS AND EVILS and is why, Constitution inevitably added President's Rule though disagreed to Marshal Law.
