Marshals to penalize Civic Sense Violations
Below are your key inputs on how a Marshal program could be structured to penalize civic sense violations. Kindly review and share any additional inputs you may have. Structuring a Marshal Program to address Civic Sense Violations
1. Municipal Corporations should be made to have a marshal program on a mandatory basis
2. Marshals should be paid from fines they collect
3. Selecting the marshals can be done by asking interested people to apply and examining them through tests regarding their knowledge and their honesty
4. This job can also be given to NGO, students, senior citizens with humble back grounds etc.
5. Marshals should be given a smartphone with an app where they can upload a photo of the violator with location and nature of violation and at the end of every week deposit the cash collected at municipal office
6. Marshals should have access to local police and municipal administration in case they need assistance
7. Offenders in addition to the fine could be made to do social service to help them acquire a sense of responsibility - teach for a day at a municipal school, help at the home for the aged or orphanage for a day, serve food at a community centre, etc.
8. Apartments and commercial complexes should be fined irrespective of which flat owner or tenant has violated rules. A notice to this effect should be circulated and communicated. Internally they may recover the amount from the violating party
9. Marshals and municipal offices should run awareness programs to educate the people through posters, mail, talking at society and community get together, corporate meets, etc.
10. Initially Marshals should be deployed in those areas where Public toilets are available like Sulabh Shauchaliyas etc. So at least these areas will become cleaner and will act as role models for citizens and other areas too.
11. Best marshals under a municipality should be recognized on a quarterly basis and given social and monetary rewards.
12. The Marshal program should have zero corruption tolerance such that any marshal caught or proven of accepting a bribe is terminated with immediate effect.

The sharp watch of marshals will improve the situation. Marshals will act honestly with full force. Marshals should be provided proper protection. Administration and politicians will try their best to interfere the activities. This is the best way to fight against the corruption. Thanks LC.

Deploying Marshals only at or nearby public toilets would not serve the purpose. They should be deployed strategically in a scattered manner and their position should be changed at regular intervals. While Marshal programme should have zero corruption tolerance, utmost care should also be taken against any kind of prejudice/favouritism. There must be a system of police back up extended to the Marshals as their works would not be a populist one and looking to the zero tolerance attitude of our people, there will be every chance of their physical manhandling by many of the offenders. The security aspect of the Marshals should have priority. The proposal to pay the Marshals out of the fine they collect is fine but there is every doubt that they would be able to collect adequate fine every time. They may be able to do it at the beginning, which is supposed to sharply drop after some time of implementation of the proposal as people will become alert and avoid violation of laws. Hence the Municipalities would require for additional budget. The records of the violators should be maintained online through a software suitably developed for the purpose so that their records could be verified in the event of any violation to ensure whether he/she is a first time violator or otherwise. There should be a provision to double the amount of fine on each repetition of offence. The suggestion made by Mr. Anup Sood above may be useful in this regard. Prior to introduction of such a proposal, it is advisable to suggest and warn citizens to behave and to refrain from any action detrimental to the Mission of Swachch Bharat through wide publicity.
