Making Waste Segregation at Source work in India.
1. Municipalities have to ensure they are prepared to collect and segregate waste and have an effective plan deployed
2. Effective awareness needs to be created at local levels where the municipalities are ready for waste segregation
3. Dustbins should be colour coded for segregation to happen effectively
4. Every house should have 3 dustbins – one for dry waste, second for wet waste and the third one for the rejects, i.e. material that cannot be recycled
5. The residents should put their waste in 3 separate bags outside their houses every morning, for the municipality to collect
6. Even on the streets, municipality should always install the three colour coded dustbins together
7. Mass Media campaigns will need to be designed to educate people about segregating waste at source
8. Strict laws should be made in favour of waste segregation at source for residences as well as industries
9. Industries should be monitored and penalties must be imposed on the violators
10. Rag pickers could be encouraged to pick up recyclable items for free from houses
11. Awareness should be created among school children about waste segregation at source
12. The collection system should also be beefed up. The municipal workers should also be trained on not mixing the collected waste
13. Once we have separate collection points - municipal authorities/ collection agency can enforce penalty for defaulting societies/neighbourhoods.
14. Compost pit should be made for bio degradable wastes in each neighbourhood
15. Corporations should aim at door to door garbage pickup in every area so that people don’t find segregating and handling different bags a tough task
16. Strict instructions could be given to safai karamcharis to refuse the waste if it is not segregated at source
17. Residents should drop the garbage in bags only, to be designed and distributed at reasonable cost
18. The exercise should be conducted on pilot basis in some municipalities and then scaled to more districts/cities

Recently, I had an opportunity to visit BSNL, Race Course Circle, Vadodara office. I found the office absolutely filthy, few mm dust on cupboards, files, garbage all around etc., stinking & strewn with all sorts of materials incl. plastics, papers, - obviously they don't even care about Modi's swachhata abhiyan. Now this is the condition of Central Govt. office directly under Modi Govt. How can "swachh bharat" can be achieved?

Railways can engage all the beggers and rag pickers in all Railway Stations to collect all the garbage and wastages and based on weight (plastic, paper, etc) money can be paid to them and the same can be used for generating power for the particular railway station as Koyambedu Bus Terminus in Chennai so that Railways can achieve best cost utilization

The municipality at Rourkela is not doing anything to keep Rourkela clean at least not in my colony 'Dhabaleswar Colony', Balughat, Panposh. We need the RMC's help to manage the waste and drainage.
