Make fire clearance mandatory for all commercial buildings

Pained by loss of 40 lives at anaj mandi. Once again Building did not have fire clearance from Delhi Fire Service. Atleast for commercial building this is a MUST.

Whose responsibility is it today to check? MCD, Fire Dept?? Kaam karte hi nahin ya paise le ke chup baithte hain? more

Agreed , but all the residential / commercial building connecting road should be at least 6 meter wide according to access for fire-brigade van. There are so many road encroachment by small plants, long ramp and car parked. more  
The need of the hour is to get all buildings, whether sanctioned or not to comply with the basic needs of fire safety so that no more lives are lost. Today the fire NOC is very difficult to get as the laws are made in such a manner that it’s practically impossible for Msme units to adhere to them. This often leads to non compliance of fire norms by building owner/ocuupier. We have to pragmatically design our laws so that basic compliance becomes within the reach. All the requirements should be designed to facilitate MSME and his capabilities. 1. Unnecessary and irrelevant requirements such as approved building plans, water storage tanks etc. must not be insisted upon. 2. Fire safety compliance certificate must be issued by chartered engineer who inspects the building and certifies, similar to structural safety certificate accepted by municipal agencies and being issued by structural engineers. The concerned architect will recommend structural changes for easy exit of persons and also guide for installation of preventive firefighting equipment. 3. Fire safety equipment should be as per requirements of the property with respect to stored material and process of manufacturing. 4. Periodic fire safety audit report should be made mandatory. 5. Periodic training for usage of firefighting equipment and emergency exits should be made mandatory. 6. The focus of authority should be to make fire compliance easy so that every building owner is able to get it. 7. Most of the accidents are caused by electrical short circuits. Electrical engineer should be a part of the team and wiring fault should be contained by safety devices which should be made mandatory. Today more than 90% of buildings don’t have fire NOC due to archaic rules. Moreover accountability should be on both, the entrepreneur and the inspecting agency. more

Most of the residential colonies of DDA have illegal constructions going on everyday. Everyone knows it including DDA. DDA informally clears their extensions (basically gives them a go ahead with assurance that they wouldn't check them) after taking huge bribes. See any DDA colony and 90 % of the houses have extended into the public spaces. DDA keeps silent. A friend of mine once complained to DDA three years back, and DDA says they are investigating. What investigation? Three years? Its not something that needs more than a day to go and check. They cant hide it. Its concrete construction extending beyond their legal area. Such construction have made the roads so congested that in case of emergency, a fire tender can not reach some of the houses. The situation is only worsened by parking of cars. Someday, there will be a problem in these areas and then everyone would blame each other. I don't blame individuals. Its the MCD and DDA authorities as well as fire dept personnel who are getting paid monthly salary to enforce safety. And on the contrary, they are taking bribes to put lives at risk. more  
Pained by the loss. Agree.There were some who saw their end engulfed in fire and smoke, imploring please look after his children after he is gone. Tragic. The easy going attitude is still there along with getting the maximum out of labour who are exploited to work in lowly conditions, even when we have witnessed similar tragedies in the same scale at Uphaar tragedy over 22 years back. That ought to have taught the civic authorities the right lesson. At least for a commercial building fire safety is a must. more
