Thanks Sri. Shreekant. I agree 100% Ms. Divya's suggestions. In fact I have already requested the DTO to announce over the mike every 15 minutes or so exhorting public to use the provided dustbins, not to litter and that from a particular date onwards fine will be imposed for for littering and then strictly implement the same. more  
In my view we must appoint a grabage warden (who can even be a local volunteer). He/She must be authorised by the ministry of urban development to click a picture of the person and note any of his recognised ID numbers like DL, PAN card or passport. This data must be monthly assessed and all such citizens must be fined may be a Rs 50 in the first violation and then in multiples of fifty till 5th case of violation in an year. and after that a jail for at least 2 days. My thoughts only, there might be still better ways, but the bottom line is we need strict administration to start with. more  
We also need aware citizens and a mechanism to fine those who violate. Otherwise only in a few days this place will be back to the same state as it was before. more  
Need government officials like Mr. Pradeep Kumar, & citizens like Ramdas Vallathol ! more
