Thank you for taking the time to share issues and root causes related to Hygiene, Sanitation and Civic Sense in India.
These are some of the Root Causes of poor Hygiene, Sanitation and Civic Sense as outlined by you:
1 Shortage of public toilets in rural and urban India
2 No systemic process of garbage collection from households
3 No strict action/ fine against people who spit/ smoke/ urinate/ throw garbage on roads
4 Lack of civic sense among the general public
5 No waste water treatment plants in factories
6 The number of users is too large for the public transport/ hospitals to handle
7 Poor grievance redressal
8 No online method of complaint registration & follow-up
9 Lack of adoption of proper techniques/ design/ thought during maintenance & upkeep of civic infrastructure
10 Lack of proper drainage systems
11 Poor surveillance of roads and streets
12 Total Ignorance of Scientific Facts, like existence of various types of Bacteria and their effects on human health
13 Habits passed on from generation to generation which are ingrained in daily life, as well as upbringing during formative years
14 Unregulated industrial wastes linked to Rivers flowing within a city or township
15 Absence of dustbins on the roads
16 No check over the quality of street side food vendors

Hygiene, Sanitation and Civic Sense – Inputs Required on Solutions 17. No waste recycling plants. Every panchayath/municipality/corporation should have a waste recycling plant in its jurisdiction. Waste bins/toilets at all public and at regular intervals on highways. Separate waste bins for plastic, paper and food waste. Bio waste to be utilized for bio gas and electricity for street lights. The waste recycling plants and bio gas plants can by run by the local self government bodies or if incapable can be given to private parties. In that case these private parties should be harassed for commission by these Government Authorities.

Dear Sir, you raised a very good point. However I think that our country is yet to become that mature for this change. Because first we have to achieve 100 percent literacy. That's why our govt. should totally focus on increasing the literacy levels like Kerala which has 100 percent. Illiteracy is the root cause of most of the problems in India. It comes even before corruption.

I feel population is main cause which hampers all the efforts taken to keep the city/state/surroundings clean and hygienic. The toilets or other facilities meant to keep the cleanliness are not maintained as NO funds allotted for the purpose.
