How can the Corruption in Govt. Offices removed?

I feel that the root cause of corruption is lack of transparency in almost all the spheres of Govt. dealings. There are many office (e.g. state secretariat, Railways, Police, Directorate of higher education etc. ) people like us afraid of going there. On every table there is 'speed fee'. I hope if the automation of the govt. office is done with certain degree of transparency the lower level corruption will be easily done away. At the click of mouse person concerned should be able to know the status of any application and actions on it. There must be some time limit to dispose of any file/ paper and official action should be initiated if any officer willfully keeps the file without any action.

Very true, the speed money corruption is maximum in Government offices who delay payments on trivial pretext or due to lack of funds etc for months together. How can the contractors pay on time, who has to pay to labour, or deposit PF/ ESIC/ Service Tax etc on time or else severe penalties are imposed for even one day delay! There are large number of officers deployed to impose penalties on you. Can businesses running on tight budgets afford manpower to repeatedly take rounds of offices to check on release of payments. This has to be stopped as one of the first step.

permanent solution can never be achieved without severe punishment. a suspend order with 1/4 of salary will not matter, till the person is dismissed with penalty and an answerable seniors

Our company is a Micro MSME and our majority 98% business is with the Govt. Being a MSME unit we have limited working capital and money at our disposal. Our bills payment are intentionally delayed by Govt Officers to extract money. Fed up with the system, we recently filed delayed payment case against one of our customer in MSME. Even that case is getting delayed. The fear of delayed payment is one of the main cause of Corruption in Govt. offices.
