Garbage
I often wonder, what would happen if garbage organisation was totally removed from all Govt. thinking? Allow private enterprise to take over. Not even allow authorities to decide who should do what at what cost. My feeling is "we the people" would then care and make sensible moves to keep Goa clean, it will cost but hai we would be involved.
I live in Dona Paula, in my own community we have no tourists, just rich and wealthy people, yet we have garbage . I don't understand why ?

Tourism provides bread to Goans but at the same time pollution of environment.Plastic bottles, broken glass bottles are thrown on the beaches,road sides.Who is going to teach some sense to these visitors?

I have a home in Dona Paula surrounded by wealthy neighbors, for 2 years I did just that. However after a while you realize that instead of appreciation you have negativism towards you. So you stop and go back to square 1 . I also personally must have spent over 1 lakh of rupees of my own tax earned income, however end result zero. The flip side of this I own a office in Panaji,surrounded by good people, there we got together raised money equally and in 6 months turned the bldg around. I love love Goa, however mentality is a hard one to battle. Any suggestions .

A very good Idea and discussions. Involvement of local Sarpanch/ municipal of the area may improve the services of door-to-door collection.

Brilliant idea but unfortunately it does not work that way. We human's have a amazing innate tendency for being selfish especially in these things. There is a locality in Ponda (where I stay) where one gentlemen set up a garbage treatment plant by spending money from his own pocket and hired a person to collect garbage from the houses in that locality. It was decided that each house would pay a meagre amount of Rs. 60 per month to the person who collects the garbage. However to his utter surprise, well to do educated families refused to pay the petty amount and continued to throw the garbage at the road side while going for their 'evening walk'!! Such is our sorry state!! The only solution to this problem as I see it is: a. The Government hires a private agency to manage the garbage b. The Government collects the fees in the form of garbage tax from all the residents c. The Government pays the private agency and monitors that the garbage is collected everyday and is disposed appropriately. In democracy (pronounced demo-crazy) PPP is the only way to get things done!!
