Flat sold for 14th floor appears to be on 13th floor physically. Is it legal?

I booked a flat at Palava Phase II at Dombivbli, Maharashtra with Lodha Builders. The flat was registered as flat number 1404 on the 14th floor. Since this was under construction flat, it was registered and I paid all demanded bills and only the last fit-outs demand is left which will lead to key hand-over. Now Lodha Builders invited us to see the flat and after inspection I found that flats numbered as 14th floor flats appear just after 12th floor which means 13th floor is vanished which was supposed to be fire escape. When contacted Lodha builders informed that registration for 14th floor flat does not mean flat is physically on 14th floor and this numbering has been passed legally from District Collectors office. Therefore, everything is legal. I am forced to accept that flat which is actually on the 13th floor physically. I am feeling that it is cheating and fraudulent action to customer. I want to understand whether legally I am not in a position to seek legal help to sort out the dispute. Thanks. more

First & Foremost, Pay the last installment and take the possession else shrude builder will sale it to third party and you have to litigate for years, wasting additional time, money and efforts, at the same time he will enjoy to prolong at the cost of your money, only. Once possession is obtained (Physically) you are options to take any and all legal steps including Criminal, civil, RERA, Consuer etc. more  
The certified agreed copy with all floor index, detailing the no. of floors and approved certified original blue print would clarify all your doubts. more  
Have the approved floor plan -registered along with documents.That forms part of approved structure and registration. more  
Thirteen is considered as unlucky number so the builder might have named as Fourteenth floor, so the flat might have been registered as 14th floor. more
