FIR present and suggested to uimprove

This is a long felt need. A centralised case management system should be evolved at every state.At present the case registr is dependent on whims and fancy of police station and its HC ,ASI or SI concerned .This system needs a thorough reshuffle and Head of the city concerned , superintendent of police of the district concern ed should have a fully dedicated section manned by an inspector of police or Dy SP /Dy commissioner to receive a written complaint from general public who come to register a complaint, either in person or through mail or through an advocate duely authorised by the complainant. The complaint thus registered should be segregated and forwarded to the ps /division concerned .If the case is urgent in nature and need immediate action it should be red maked and sent to the police station concerned with a copy marked to Dy Suptd/ACP of the area for foillow up.
if thiks syatem is introduced tracking and follow up of each case become easy and governance and management of case become easy and up to date.Case information system will work efficiently. more

Very good suggestion to be considered for good first stage justice system more  
All that the post says is that all Complaints should be registered first and not at the mercy of the Police personnel . The complaint should have the details of the complainants address and contact details . As copies are also sent to higher ups , there is no excuse of the Jurisdiction and sending the complainant from pillar to post . If the complainant isn't aware of the Jurisdictional Police station , the higher ups can forward the same from the address and place of crime. The problem is when the Complainant is from the jurisdiction of one Police station and the place of Crime is another. Then the the police personnel try to hoodwink and pass on the buck to other stations . When there is a dedicated section , the complaint is registered , recorded irrespective of the Jurisdiction ; it becomes the responsibility of the Police . That is how the Emergency police call works.100 for the police, 101 for the fire department, 102 for ambulance are to be continued for a year. Now , for all in one number is being adopted . These call numbers when called , they ask for details of the place address and contact numbers of the caller . more  
I dont agree the suggestion made because the same Police personal at SP office will ALSO HAVE TECHNIQUES TO AVOID FIRST. SECONDLY IT MAY NOT BE POSSIBLE TO GO SUCH DISTANCE FIRST AND THEN COME BACK TO THE POLICE STATION.Therefore a novel idea should be thought of like what we are doing for a Lost Document Report(LDR) this FIR system can also be made easy. more  
If one goes to Register the FIR, the first thing they tell you is that the crime has not taken place in their area and they direct you to go to other police station. They do not consider that it is their duty to register the FIR first and then forward it to the concerned police station. more  
Lodging and investigating FIRs is a lucrative business in every Police station. Investigating or not investigating brings in fortunes for the police personnel. Senior police officers do not review the progress against each FIR. There is no system in place to do so. Every thing is left to the mercy of SHO unless there is pressure from the Courts. The PC/SSP must spare a day/week to review all pending FIRs under his jurisdiction. Only E governance will help in doing so as manual working is always prone to manipulations by the junior staff. Instead of remaining at the assigned place of work, the police personnel drink & dine in PS, cars and near dhabas without any fear of being caught as every body has got secure job till superannuation with assured annual increments and time bound promotions irrespective of his performance. more
