epasses - are the controlling the spread

Are epasses helping in controlling covid?
5 months after the first lockdown, states are still insisting on epasses for interstate/interdistrict travel by road. And also register in their apps, not only for travel but also for govt. services like passports etc.
With people moving about freely either in their own transport or public transport (where available), is it necessary to continue with these passes and also restiction on movement of senior citizens? People should take of themselves no and seek help when necessary.
Boards at every nook and and along highways showin the importance of masks, social distancing in local, english and hindi needs to be put up.
And is it t not a burden on the epasses issuer and the checker, not to mention the applcant, unless data shows that it is adding immense value in controlling the spread of the virus? more

Kindly verify- Medical Certificates were /are available on payment of 'fees' - physical presence of the candidate could be waived 'on consideration'. more

A case story for information: Our driver, whose family home is in Himachal, was able to leave Delhi along with an elderly couple in their car; the couple also wanted to reach Himachal where their home is. This was in the first week of May 2020. On arrival, our driver was put on home quarantine for full thirty days. Around mid-July we asked him to arrange for return to Delhi for work. He did so as co-passenger in a taxi on August 2nd. Later he told us that in order to leave Himachal he had to produce documental proof of his living/employment outside of Himachal. He got such a document with the help of a relative working for the Punjab Police, meaning that he was living/employed in Punjab. He faced no problems driving into Delhi from Punjab. Question: Is demand for that document bureaucracy or a necessity? more
Bureaucrats are having fun by causing harassment; e-pass can be and is being denied on whimsical grounds. more
I agree that ePasses are no longer relevant. People are well aware of the risk they are taking in moving around and the precautions they should take. more
