Energizing Bureaucracy for Start Up India

The Prime Minister has laid out an ambitious action plan for enabling Start Ups and Entrepreneurs in India. However, one of the most critical challenges to this plan is the bureaucracy at all levels having that same level of enthusiasm towards Start Ups and Entrepreneurs.

With this post, we request you to provide extremely specific inputs on what should the PMO and DIPP do to enable this.

We will share consolidated inputs with them requesting implementation. more

Recently I interacted with a few Secretary Level Bureaucrats for an information related to an industry and startup, they seemed quite reasonable in their conversation . However , do not know if this reasonable nature is only at this high level or down the line too. Saying this , to develop a startup culture or support towards it from the bureaucrats placing specific accountability on the bureaucrats and the departments and/or creation of special cells industry-wise specific to Startups would be a necessity. more  
There was this minister from kerala who said that if you put the tag of IAS around a dog it does not become an IAS officer. Problem is with the selection of officers for central deputation ie manning positions in the Central sect and central ministries. They need people having worked in the field and at all levels of a state govt. The present day criteria is to go by Performance Appraisal Report(PAR). These are annual reports written by his immediate superior and reviewed and accepted next higher up in the hierarchy. Norm is to mark on a ten point scale with 8 to 10 being considered as Outstanding. Central govt will take officers who have Outstanding PAR as well as clear from vigilance(integrity) angle. Here is the catch. Most officers get Outstanding because nobody does this job of grading his subordinates sincerely, wants to show that he is not tough with his juniors, and most of the time it is proactively managed by the officer himself by falling at the feet of reporting officer. So everyone is graded very high.So what is the difference between a good and an average office?. Purpose is defeated straight away. Every one is equal here.It is these officers who goes to man higher positions in Govt. Result is there for all to see. Few good ones do their job well and a vast majority turns out to be average performers. Regarding integrity - No one's integrity can be doubted unless proved otherwise. And it is difficult to prove in any case because bribe giver will never admit to bribing and in the process nexus is never established .This way corrupt officers also get integrity certificate and find their way into powerful positions to make more money . So what is the way out? more  
Enterpreuners dont want to see a bureaucrat ever. So if India wants to become a mecca for start up- i mean real high tech companies- future Googles and Apple, than keep govt out of it. Give entetpreuners infra and mentoring to get their prototype done and than attract private investors for further - marketing and sales. No one in silicon valley goes to govt for a start up. India needs to follow this model which works . Have you seen any start up by an MBA? MBA are used to work in matketing snd sales after the project is ready. more

UNLESS AND UNTILL THE SAME OBJECTIVITY IN TRUE SPIRIT FOLLOWED BY ONE AND ALL WE CAN NEVER ACHIEVE ANY THING. EVERY ONE IN THE GOVT. FOLLOWED BY THE CITIZEN ARE ON SAME PAGE EVERYTHING WILL BE IMPOSSIBLE TO ACHIEVE . HAD THERE BEEN INTERFERENCE FROM THE BUREAUCRACY WE COULD HAVE NEVER ACHIEVED ANY THING IN OUR SPACE MISSION, OUR MANGALYAAN WOULD NOT HAVE BEEN LAUNCHED. INDIA COULD HAVE NEVER EVER ACHIEVED TECHNOLOGY DEVELOPMENT FOR CRYOGENIC ENGINES ( PARTIALLY), ROCKET SCIENCE, CAPABILITY TO LAUNCH OTHER COUNTRY'S COMMUNICATION, WEATHER SATELLITES. SO THE DEBATE SHOULD BE WHETHER WE REALLY NEED THAT BRITISH MODEL OF BUREAUCRACY AT ALL? CAN'T WE DO AWAY WITH THAT SYSTEM OF ADMINISTRATION? IN A PUNCTURED TIRE TUBE WE CANNOT FILL AIR WHICH REMAINS LONGER. SO IT IS SIMILAR TO IT.BUREAUCRACY LOYALTY IS FOR THE NATIONS OR TOWARDS THE INDIVIDUAL AND SOME PARTIES? YET DO NOT KNOW. BECAUSE OF BUREAUCRACY 'S DELAYED TECTICKS, SO MANY GOVT PROJECTS AND SCHEMES' COST GOES WAY HIGH IN THA THE ESTIMATED COST. SOME TIMES POLITICAL PARTIES ARE EQUALLY RESPONSIBLE FOR SUCH DELAYS AND THE COST. THEY TRY TO SETTLE THEIR SCORES AT THE COST OF NATION AND THE PEOPLE. THAN WILL SAY "MERE PAAS JADU KI CHADI NAHI HAI KI MEHNGAI KUM HO JAAY"OR BE READY FOR YET MORE STERN STEPS SO THAT YOUR LIFE BECOME MORE MISERABLE. WOW. PHIR BHI MERA BHARAT MAHAN. more  
I am told that Hindustan Unilever sends newly recruited MBAs from even the top most colleges to sell soap in rural areas. They learn to sell soap, collect cash, make friends with retail outlet (their customers), get feedback from end user customers. etc etc. I know my own relation - a youngster doing PhD in economics with MIT, USA, comes to India to do project in dairy milk distribution, talks to farmers about micro financing etc etc. This is part of dirty field experience- one must get exposed to be successful later in life. Unfortunately bureaucrats sit in air conditioned offices right from day one - after they pass out of Dehra doon training school. They are spoilt brats. Now imagine- you are asking questions- what shall we do to generate enthusiasm in 40 to 50 + year old babus- who have been spoilt so far? At least will you make new generation of IAS etc work as assistant engineers etc in PSUs? Existing babus in the age group 30 to 45 years - send them out to PSUs (and such related institutions) to work at the level of Senior Engineers to DGMs (same salary scales, no special treatments)- and then only bring them into government. Immediately bring professionals from banks into government in place of such displaced babus and see transformation in work culture. All these posting - back and forth should be treated as normal service- without any special privileges. Let babus work even in Defense- in Army/ navy/ Airforce- hold refiles, get posted to forward area etc- and then see how Defense procurement files move fast!!! When i was in school to 3rd year in Engineering - I have gone through scouts, ACC, NCC, NSS etc etc. In Singapore - there is compulsory military service during younger generation. These spotlit IAS brats have been treated as though they descended from heaven (like the elected politician- who also assume they are above law) more
