Effective National Disaster Management.

India is prone to natural disasters like Floods, Earthquakes,Droughts,Land slides etc .Even some man made like stampedes, Explosions, fire etc etc. We must have a separate cell both at State level & Central level to tackle such problems. We may be able to reduce loos of life & properties , if our response is swift & proper. more  

Most stampede can be prevented with pro-active actions more  
A lot has to be done in our country to fight with natural calamities.at some time our response time is very slow.we wait for things to get worsen rather becoming proactive .district administration to be held completly responsible for this.meetings and politics has become an important job rather attending to basic requirements of a responsibilty.also at local level nagrik surakhsa samiti to be formed and trained for attending to such sudden calamity.administration should have list of such local residents who could be made active at a verh short notice. more  
For a country of our size and comprehensive plan is always left to come central authority. We always seem to think that management means post disaster, while no preventive measures seem possible given the sheer size of our population. The costs make prevention a non starter. The history of so many disasters based on weather or earthquake or man made is similar. The idea is not to sound cynical or criticise but acknowledge that top down planning will not work. Any analyses will show that illegal constructions, encroachment, poor cleaning, no drainage etc are the primary aggravators. These are not within the purview of disaster management and are the daily domain of the local councils and state. If one looks at overseas disasters the only source for quick help is local community centers, stadiums, churches and public buildings. Local means within the effected locality. Colonies and municipal wards must have local emergency supplies and tools to save and sustain life before central forces like army etc can arrive. Even when weather warnings are generated, who are those to be given to? General TV announcements cannot be the way to go. The terrorist attack in Mumbai became extremely serious only because it took 2 days for some central trained force to come from Delhi to combat with 6 people over 4 days. Globally the local community centres form the core point for relief. NGO's and volunteers are always attached to local community centres as they help the community on various issues. They are mentally attuned to help. No one can predict where the next earthquake will hit somewhere in next 5 years, so how does one plan a central force for the whole country? Relief by definition must mean the ability to provide some relief in for 24 hrs. After few days we can always manage something but lives are lost in the first 48 hrs. Future planning must be done from community to up. The last thing we want to read is now that there is separate ministry for this in every state and in the centre. Every community and locality must have some preparedness. This is not difficult if local government earmarks some space. There is existing infrastructure whether in police station, post office or local municipality, state road transport bus depots, movie halls, and all religious structures. They are built for local community and within their area some elevated and safe spots can be identified for storage and responsibility. If these centres cannot be of help when disaster strikes then there is no justification for their presence in the first place. The community should evaluate and respect each centre only for this additional capability. more  
If there is traffic jam ,how man material & maschines will be provided at the disaster sight? Traffic jam is itself a daily disaster but we donot try to know why it is there & what are all solutions possible.We leave it to the department.No body questions the department. more
