E-ration cards in Delhi from next week-TOI, 21 March, 2015
NEW DELHI: Delhi is set to become the first state to roll out the e-ration card scheme. From next week, beneficiaries under the public distribution system, who have an Aadhaar card, will be able to download the ration cards from the Delhi government website.
Government sources said other details concerning application and allocation of ration cards would also be made available online. "If one has an Aadhaar card, they can apply for a ration card online as well. Even those who have applied for the cards but yet to receive the same, they can apply afresh on the basis of the Aadhaar number. People can also apply through the office of the local MLA," said a source.
In case one has no Aadhaar card, they need to produce three documents as proof of identity.
Deputy CM Manish Sisodia had earlier told TOI that the online system would help curb corruption and would lead to greater transparency.
Similar services have also been announced by Punjab and Maharashtra though Delhi will be the first to actually implement it.
NOW POOR PERSONS DO NOT KNOW HOW TO DOWNLOAD E RATION CARDS AND THESE HENCHMEN OF AAP POLITICIANS KNOWN AS AAP VOLUNTEERS WILL DOWNLOAD THESE E RATION CARDS; TAKE RATIONS AND REAL NEEDLY AND POOR MAY BE DEPRIVED OF THEIR DUE RATION. SECOND LOOT CAN BE DONE BY DOWNLOAD E RATION CARDS OF VAST MIDDLE CLASS (WHICH DOES NOT USE PDS SHOP RATION) AND DRAW SUBSIDISED RATION AND EARN MONEY FOR THEMSELVES IN OPEN MARKET. NEED OF THE HOUR IS E RATION...I.E. PDS should be for BPL and only its drawal should be ensured by real BPL and not middlemen acting in the guise of aap volunteers

This is a good step taken by the Government. It should be made compulsory for all citizen of Delhi who have been issued with ration card. This should be wide publicity by the Government. Government must nominate RWAs in a village/cities/ colonies for online actvities so that people may get their ration card easily. By taking such step, middleman can be avoided. Dear Mr S A Agarwal, I appreciate your valuable comments on the news posted by me. Purpose of this post was just to circulate for awareness of the members of the circle. However, point no 20 in your post has prompted me to give my viewpoint in the matter. In my opinion: 1) No system can be fool proof and always carry some demerit inherent in it. Good governance is all about continuous improvement in the existing systm. 2) Maximum automation and standardization in processes with minimum manual control is a welcome step to minimise corruption/ manipulation/ undue favours and expedite disposal of required services. Online payments, banking, e-ticketing, customer services, return filing have made life of a common man much easier. I still remembr when I used to take one day leave just for paying electricity and telephone bills each activity taking 2-3 hours each due to long queues in front of telephone & DESU office cash counters. Now it requires 2 minutes only. However, old age option is also available. Would you like to go to these offices for payment of your bills, although there is not much waiting? 3) Coming to the main issue of poor and illiterate people, Chances of expoitation is much more by human beings than machines. Poor need not own laptops for availing all these facilities, all they need is awareness of how to operate machine. Today even the poor knows how to use mobiles and ATMs. Can you find out any citizen, at least in NCR, without mobile? All facilities can be made available on mobile, through various free apps, and days are not far away when every citizen will be transacting through mobiles only. 4) Hardware like ATM type machines can be placed at various locations in Delhi with user friendly software. If you can request cheque book by pressing single button and get it at your door step, why not ration card, ID, Adhar, DL etc by by uploading unique numbers of required documents.

good points raised by Mr. SA Agarwal. But as per time demands there should be e system but not mandatory for all. Poor and illiterate person may face problems from this system for that there should be arrangement by Govt.'s concerned deptt. to feed/upload all the details and help the poor people without taking any charges. Because there are more than 20% people who are now also not able to pay/spend more than 100/- towards cyber cafe charges or likewise charges. This should be done only through concerned Deptt. so that there may not be any loot by cyber cafre owners/dalals etc.
