It is written that many of the key officers in Government organisations would have 2 mail ids, one on designation based and the other on name based.

However, I could find anywhere ( even in other related documents) when would they respond back to the e-mails? We have discussed the accessibility issues of government officers in other threads, one of them being the e-mail channel. Until unless, they do not start responding back to the mails on daily basis, none of these policies are relevant.

When would the Government working culture match the industry standards? For example, http://www.nbaind.org/views/Home.aspx is premier government body. There is big display in the home page to invite mails for membersecretarynba1@gmail.com ! more

HARTRON is a state nodal agency for HARYANA and they are using some third party tool for their staff mail...http://mail.hartron.org/Login.aspx more
The primary reasons of not using the official e-mail ids are - User friendliness ( the private mail providers keep innovating how to increase the comfort of the users by actually measuring the usage patterns and access behaviours ) - Accessibility on anytime, anywhere concept ( the restriction on accessibility in the name of security would defeat the system somehow) more
The requirement of the Responsive Body from the government side and the local circles side that was already proposed IS TO BE IMPLEMENTED BY BOTH GOVTs. AND THESE LOCAL CIRCLES for the real achievement anticipated . more
