District Magistrate - Collector leadership

Central Govt has limited powers in our country. They can issue advises and just make rules but implementation is in hand of state. Even most MPs and MLAs are helpless.

The District Magistrate, Deputy Commissioner and Collector role today is not with a seasoned and experienced officer. To me the person in this role should be an officer between 40-50 and for large districts a joint secy level officer, director level for smaller districts. This is not the case.

This officer should engage public with platforms like local circles for both policy and action and have his entire district team on a whatsapp.

Every dm should have a performance evaluation where citizens also have a say along with other common metrics.

I feel this is key to bring change on ground.

Main problem is control of Police in the states.The state politicians and goonda netas control and misuse them.Though it happens in every state to certain extent,Kerala West Bengal and Karnataka make maximum misuse of Police force where political murders take place.Further,the entire govt machinery are being misused.Earlier,Presidents Rule was being imposed when the situation became worse.Later on there was dilution because the Congress Govt misused this provision and now, states are not scared of Presidents rule!These are the real problems a law abiding citizen faces in our states and the Central Govt is watching the situations helplessly.This situation must change.Yes,there is a proposition to elect honest and sincere politicians.For success of democracy this is primary requirement.But who will bell the cat? The political parties should decide this.Instead,they give tickets to corrupt and goonda elements.Now in every electoral constituency there should be people committees to decide who can be their best nominee.People will elect their leaders and not those decided by the political parties.Under such case,the tickets will not be sold to the candidates who in turn indulge in corruption to make good the money paid by him for the ticket!Now people should take initiative for their own good and should no more be the silent spectators and suffer throughout the term of the state government.Can the Modi Govt initiate such a system? We still remember how the EMS Nambudarippad Govt was dismissed under article 356 in 1957.The present Peenari Govt is worst than that because it indulges in political murders frequently to silence political opponents.Such real problems must be addressed in time before people lose faith in democracy. more

District Magistrate: Jain Sahab, I beg to differ with you. It is not the age of officer but the area/ population to be managed by him which is important. Having come through a regress competition and training, young officers are very intelligent and dynamic persons. However, their work load is excessive. To reduce their work load, there should be more districts so that number of DMs could be raised. Secondly, a DM is not a policy maker. He is an executive who has to work under the laid down rules and guide lines. The problem starts when DM acts under the influence of politicians and local mafia, and indulges in corruption. It is under these condition that common man starts suffering. Police deny protection, land officers cheat, local mafia exploit natural resources and weaker section of the society. How to correct this situation? 1 We need to vote honest and sincere politicians. Big issues. 2 We need honest officials. 3 We need greater accountability and transparency in Govt. working. 4 We need dedicated NGOs to defend weaker section of the society. 5 All this will come when we attain high moral as a whole society. more
