In the first instance a list of vital works has to be prepared by center which will be mandatory/STATUTORY RESPONSIBILITY OF every state to execute with out exception.SOME OF WHICH ARE DESILTING OF DRAINS,OTHER IS REMOVAL OF STRUCTURES OBSTRUCTING SMOOTH DRAINAGE OF WATER,PROVISION OF MECHANISED SUBWAYS FOR PEDESTRIANS CROSSING WHERE EVER NEEDED,PROVISION OF MANNED TOILETS,ELIMINATION OF BREEDING PLACES OF MOSQUITOES OF ALL KINDS,ARM OF ROADS,REMOVAL OF STRUCTURES CAUSING OBSTRUCTION TO FLOW OF TRAFFIC,WIDENING OF BOTTLE NECKS ON ROADS ,ETC Proper execution of these vital works should be supervised by central teams.Center should award the state which shows maximum comliance & should warn the state with little comlliance .In case of any disaster due to non compliance ,the state will loose its right to ask for releif as well as the ruling party will loose the confidence of people of that state .Non comliance by any state should be widely publicised in local news paper of that state by center so that people knows who is at fault more

I feel it is a sheer waste exercise because the political parties are the real culprits for Chennai floods, Mumbai floods because they encourage people to occupy nalahs, ponds, etc. Do they have guts to remove encroachments and make free flow of drains, rain water, storm water, etc. Also uncontrolled growth of metros, cities, which is having limited sewage system and drinking water. Our great planners plan for present only and did not take future needs into consideration. If the state and central govts. want to minimise or eliminate this type of calamities, first plan for proper and uninterrupted movement of drains, nallahs and rain water/storm water by removing encroachments ruthlessly. It will solve the problem. more

Following suggestions are offered - 1 Elevating structures above the floodplain, employing designs and building materials which make structures more resilient to flood damage and preventing floodwaters from entering structures in the flood zone . 2Flood-proofing can be applied in residential and non-residential buildings and the principles of flood-proof design can also be applied to other important infrastructure such as electricity substations. 3 Improved drainage system which can work on calamities. 4 Feasibility study of erecting flood control wall at weak points 5 There is possibility of rising of sea level due to global warming. Hence reclaiming of land near sea shore should be well thought over . 6 I n case of emergency ,warning to people well in time about the calamity and removal to safe place with all necessary needs should be well planned which can be implemented in emergency more
