Delhi Govt vs MCD

It is really sad to see that municipal workers are throwing garbage at CM's house and protesting as there salaries have not been paid since oct 2015. CM Delhi must resolve with MCDs.

Employees of the three Municipal Corporations of Delhi (MCDs) went on strike Wednesday, demanding salaries, arrears and unification of the civic bodies. They gathered in protest in several parts of the capital including Chief Minister Arvind Kejriwal’s residence.
The protesters gave authorities three days to release their dues and threatened to go on indefinite strike if their demands were not met within this deadline. Doctors, teachers, nurses, accounts officers as well as sanitation workers were a part of the protests at Jantar Mantar as well as the zonal offices of the civic bodies.
The Delhi government claims it has given the MCDs all its dues for the current financial year, but corporation officials say the government has only provided funds as per its own budget estimates and not the budget requirements of the civic bodies.
“Entire amount of Rs 892.92 crore i.e. 100% of the revised estimates of the year 2015-16 for North Delhi Municipal Corporation under non plan has been released by the Delhi government. Similarly, in case of East Delhi Municipal Corporation, entire amount of Rs 465.53 crore i.e. also 100% of the revised estimates of the year 2015-16 has been released by the Delhi government,” the government said in a statement.
However, the corporations said while grant-in-aid has been provided “in full”, the Municipal Reform Fund remains unpaid, since the Sheila (Dikshit) government went out of power in 2013. This amount, as per the corporations, is Rs 1,322 crore.
Apart from this, the three BJP-ruled corporations criticised the government for delaying the implementation of the Fourth Finance Commission report. It was ultimately tabled in the assembly and accepted by the AAP government on December 2 last year. The report recommends higher share of the state government’s taxes to the corporations.
However, while accepting the report, the government said it will implement the report when the Centre does. The corporations apply this retrospectively, since the implementation of the report became due, and calculate a fund deficit of Rs 6,176 crore for all three civic bodies since 2013.
The protesters do not wish to be concerned with the financial back and forth. “We do not want to be involved with who owes how much to the other. We want to highlight the difficulties of our day-to-day lives. Our complaint is against the Centre, state and MCDs,” said Rajendra Mewati, general secretary of the United Front of MCD Employees.
He added that the sanitation employees “will not spill garbage on the streets, but starting tomorrow, will not clean it either.

I think present crisis - most people call BJP Vs APP - is the result of our deterioration in our political system, including Media. As a common man - I am unable to understand the following: 1 As claimed by APP more than previous years funds have been given. My query - where is cheque No, dt, amount and the recipient authority. WHAT MEDIA IS DOING? 2. How and who the allocation of funds are done. How is the authority to demand the funds for the betterment of citizen of Delhi? Since the funds are public property - how is responsible to answer the best utilization of funds. As per current practice - CAG / CBI / SIT / Court are on the job. Wait for years or next Election process if possible to get the answer? 3. Certain main issue in Last Delhi election were raised. AND I STRONGLY BELIEVE - WE VOTED ON THE BASIS OF THOSE ELECTION PROMISES - WHY CAN'T THAT BE ADDRESSED? This I refer - in reference to CWG, Power companies, MCD SCHOOL, MCD HOSPITAL, LAW AND ORDER, WOMEN SAFETY, CORRUPTION IN GOVERNMENT BODIES, PRIVATE SCHOOLS, PRIVATE HOSPITALS ETC. 4. Now I understand, since Delhi is half state - we do not require our own Government to solve our own problem. We are being taken care my our step father - Central Government. I was pained to read - PM chose only a small part of Delhi state - NDMC, and conveniently left the other 6 parliamentary constituency to make Delhi - A DIGITAL / SMART CITY. While all other cities were taken in full? Reason we know - we the people of Delhi have been feeding a particular section of people - while we ourselves, starve our own children - for the name sake - Delhi is A CAPITAL CITY. Only for this tag - we know how much do we pay? In spite of NO LAND, NO NATURAL RESOURCES - PEOPLE OF DELHI ARE WELL ABOVE THE NATIONAL AVERAGE IN ALL FIELDS - EDUCATION, PUBLIC HEALTH, INFRASTRUCTURE, EARNING POWER - CONTRIBUTING TO DEVELOPMENT FUNDS NOT FOR DELHI BUT COMPLETE INDIA ETC. SO I FEEL IT IS A BIG STRUGGLE - GO BACK TO CONGRESS / BPJ COMBINE or TRY SOME THING NEW. PLEASE NOTE I HAVE USED - THE WORD NEW, NOT NECESSARY APP (AK), IT IS A MATER OF TIME WE COULD FIND A SET OF DEDICATED PEOPLE HOW CAN GIVE DIRECTION TO - MAKE DELHI AS WELL INDIA - OUR DREAM CITY / COUNTRY. LOTS OF INNOVATIVE IDES HAVE TO BE TRIED. AS PER EXITING PROTOCOL / PROCESS / METHOD ARE NOT AT ALL SATISFACTORY. LETS TRY SOMETHING NEW. more  
It is high time that the Waste Management is included in the Essential Services Legislation and the employees who participate in the strikes be given punishments ... If they cannot do the job then they may be asked to leave and new recruits can be assigned the work. more
