Corruption
I am worried for those IAS and IPS officers (having outstanding figure) whom various state government either transferred in research wing, or in a third grade departments.
Its better for Mr. Modi to depute someone who prepared list of those officers and bring them in main stream for effective and corruption free works in each Ministry. There is huge corruption everywhere like in Universities/Institutions, Medical, works, municipal corportions, police etc.
Until unless Mr Modi depute best IAS and IPS Officers cannot achieve the target as there are so many things which is silent now.
Corruption is the key issue of my country whom Mr. Modi stop first by deputing Indias best IAS Officers and then focus on Law and Order by deputing Indias best IPS Officers.
Good luck for Mr. Modi and those Ministers (who want to give 100% to India)

Country is running just coz of 5% trustworthy and truthful bureaucrats !!! Make them Head of different Top government department and the Country will run far more than it's strength !!!

I think one has to recognize none is irreplaceable. i remember that when I was young the Civil service officers were transferred every three year and never in the same town. That prevents the officers from falling prey to promises of cancellation of transfers and the subsequent bending of rules to suit the rulers. So regular transfers at a fixed interval and no extension of tenure must be a rule and not exception if one does want the bureaucracy to perform as it should. There should be no allotment of government land for their housing societies as that is another way of indirectly bribing them which could be used by the politicians. It must be made compulsory to give reasoned orders in writing for decisions and no more committes which are used more to pass the buck than perform any worthwhile service to the nation.

there is no hard and fast rule . corruption has become a demon because we have chosen it to grow the way to suit ourselves . the only way to stem growth of demon is the fear of punishment like in china where even after you retire from public jobs and you are proved in a corruption case you can be prosecuted . there has to be a separate court for the speedy trial of such cases and the more the faster delivery of justice the more fear will be there to indulge in such activities

Corruption and corrupt people both exists and it is clear indication that honesty & honest people were not taken care of or were not awarded properly for their task in the past. Basically, corrupt people are very intelligent and knows the ultimate destiny of dishonesty, but they have no other way to get rewarded. If they were rewarded properly for their outstanding task in due course as routine, they will never turn to corruption, because they are intelligent enough. Same could be done in good rising corporates, the efficient people are rewarded immediately after their good performance and least corruption is developed in private sector. Unfortunately, in public sector, no matter how u deliver ur duties or perform better than others, u will get the same or some time less than inefficient person with approach. Above is the basic fundamental psychology behind corruption, which is not addressed till now in public sector. Why this occurred and how can be removed is another big chapter could be discussed in next emails, if asked. Thks.
