Corruption in State Electricity Departments - Issues
1. Meter readers take bribes to note incorrect numbers
2. Department employees take bribes from shopkeepers to reduce their monthly bill amount
3. Workers who come to fix faulty meters ask for money
4. The process of getting a new meter installed cannot be completed without paying bribes at different levels
5. Workers allow power theft after taking bribes
6. Company installs defective meters and the subscriber pay bribes to get it to slow down
7. Bribes need to be paid to get any correction done in bills
8. Bribes have to be paid to line men who come for repairs, failing which they do not show up for the next complaint
9. In case of any component failure, citing delays in Govt Supplies, the linemen/engineer make citizens/businesses procure them from their preferred vendor who gives them a commission
10. Bills are delayed at times by local staff in collusion with linemen to create a disconnection and bribery opportunity.
Forget about eradicating, it is too difficult to even bring down bribe menace. Few brave-hearts have to come forward to perform the open surgery. There has to be a very strong WILL to tackle this problem of bribing,otherwise this e-communication will continue like various other e-communication.

I appreciate this opportunity to submit a response. One of the root causes for all ten (10) issues selected above is lack of accountability at the service provider, a shortcoming which is perpetrated by information blockage at lower-to-middle levels of the organisation. If public service providers do not provide a view of customer request on the Internet, and enabling information systems do not track requests automatically, escalating or 'red-flagging' pending requests if need be, sources of exploitation arise. It would not be justified to blame the employees of the Power Companies for the prevailing corruptions, as listed above. I offer my comments on some of the points seriatim as under: 1. Meter readers come to our doors every month, take the meter readings and give us instant bills on the spot. We were never asked for any kind of bribe or favour; 2. If it is true that they take bribe from the shop keepers to illegally reduce their bills, the concerned shop keepers should be blamed & punished first to lure the power company employees to derive unlawful benefits; 3. It is true but they are happy on getting small tips and we, the consumers, feel happy to pay such tips with the hope of getting better service in future; 4. I got two meters installed in my house as also replaced them twice for two different reasons. On none of the occasions, I needed to pay any money as bribe at any level; 5. This may be true but the concerned consumers are primarily responsible and guilty of immoral & unlawful act; 6. No experience or idea into this issue; 7. Several times I got my bills corrected without paying a single paisa; 8. This is somewhat true but the consumers are equally responsible, who want to get their works done by hooks or crooks; 9. No idea. This may relate to big industrial consumers who themselves are heavily corrupt and lure the people of the power companies with bribe to derive unlawful benefits; 10. We are being given bills on the spot immediately on taking the meter readings and there was no occasion of demanding & paying bribes.

The corruption is so deep rooted in every system that it is beyond thought to end. It is better to privatize all Electricity Boards to increase efficiency, reduce cost, eliminate political interference and end corruption.
