Corruption due to Toll Collection

One source of corruption is Toll collection. Toll is allowed to be collected even after the recovery of total cost by the contractor. There is wide spread under reporting of toll collection amounts.
Toll Plazas are also responsible for increasing Air Pollution as the idling engines of vehicles waiting to cross the Toll Plaza emit more pollutants.
Toll Plazas are also responsible for wasteful burning of thousands tons of fuels as vehicles have to wait for a long time.
Therefore Government should consider abolishing Toll Plazas all over India. The Public Private Partnership model of funding road & bridge construction needs to be revisited.
Funds for roads and bridge construction should be used from the very high rates of taxes and duties collected from petroleum products.
We request Local Circles to conduct a Poll and present the case for removal of Toll Plazas to concerned stake holders. more

Yes you have hit it on the head .The govts must not continue to collect toll if the cost has been recovered . This is not business but a welfare state . Public must be saved from pollution, money and inconvenience. more  
Apart from totally indulging in corruption the Toll system on behest of Govt. 1. Why at all the toll on NH once raod tax is chatged from all vehicles in advance . 2. Imposition of Toll tax on Personal vehicles is violation of Freedom movement within India. However to certain extent it can be levied on commercial vehicles under the State Acts. 3. Presently the toll tax charging on NH2 ,where work of 6 lane is not completed & road condition is worse than the localapproach roads, is altogether illegal without complying any road standards & failure of implying any monitoring system. All NH's must be Toll free like USA as the Fundaental rights borrowed from costitution of USA by India. more  
Mohit, You have a valid point there. The flaw lies in the agreement itself. The agreement states that the services can be extended in case of repairs (exceeding 5 kms in a stretch) during a particular year after the initial five years. No reasons for such a damage - if caused by very heavy rains, it is understandable. Further, the calculation of vehicles on road is not at all near the actual levels. The calculation is based on estimates provided by the agents. Projections of vehicles are @ 2% p.a. Can one believe this? The actual levels are in the range of 5-10% p.a. There is no provision to reduce the rate(s) in case of very high level of traffic, over and above the estimates. The public will have to pay less in that scenario. Pocketing of money would be lower. Overhauling of agreements is the most important requirement. more  
They should open up lanes where vehicle who have paid prepaid toll tax should be able to pass through. Waiting is more expensive than toll tax. more  
The toll collected at the barriers is lower than the wastage of fuel burnt to pay it. How is this helping the citizen and the nation? I have just been to Udaipur and back. I found these barriers not just irritating but wastage of time and money on fuel resulted. As it is, the Govt. is already collecting tax on every component of travel. It was great to see octroi barriers being shut but the Police introduced security barriers along with the toll collectors. Security is important but in the name of Naka Bandi, all vehicles are detained. The check is so superficial that it only amounts to detaining a vehicle for a substantial period. If documents were to reveal the truth, there would be no manipulations. But does this happen? more
