Corruption by MP/MLAs - Key Solutions

1. The election commission should set a limit to the amount that can be spent by each candidate for election campaigning and disqualify any candidate who has crossed the permissible threshold
2. The corrupt MP/MLAs should be identified with citizen reporting and punished
3. The constituency/assembly fund should undergo an yearly audit
4. The MLA/MP should mandatorily have to publish an account of the constituency/assembly fund usage at the end of every financial year
5. A special law should be made to deter MP/MLAs from using their powers to influence postings, admissions etc.
6. Vigilance over the working of MP/MLAs should be increased by a Central Govt department monitoring MP functioning and a State Govt department monitoring MLA functioning
7. The MP/MLA assets should be verified by an independent agency before and after their terms
8. A minimum education level should be ascertained for candidates to stand for MP/MLA positions
9. The respective vigilance bodies should ensure that there is no conflict of interest in the workings of MPs/MLAs
10. A ‘code of conduct/ethics’ should be created, which MPs/MLAs should be trained upon and then should be strictly enforced.

Corruption by MP/MLAs – Root Causes

1. MP/MLA positions are considered a money making positions
2. They spend a lot of money in their elections campaigning and hence try to make up the money when they get elected
3. They take pride in showing off their power
4. They use their powers to get away with illegal stuff
5. MPs have just got one but there is no code of ethics for MLAs
6. Vigilance over MP/MLAs has been weak
7. Properties and assets of MLA/MPs are not verified by independent agencies
8. They are not required to maintain transparency in using constituency/area funds by law
9. There is a lack of educated politicians across India
10. Long winding legal system making it impossible of common man to approach the court for any redressal
11. Lack of sufficient good quality private schools leads to excess demand for admissions which is a breeding ground for corruption via MPs/MLAs.

Corruption by MPs/MLAs - Key Issues

1. MP/MLAs take money in the name of party funds
2. They take money to influence postings
3. Bribes are accepted to get a child admitted in school
4. Some MPs use the constituency funds for personal use through different ways
5. Some MPs/MLAs take bribes to help people land Government jobs
6. Big bribes are offered by builders to MPs/MLAs to get land allotted at a subsidised rates
7. Contracts are offered to family members for MPs and MLAs
8. Other contracts are given only to companies which promise a kickback/party funding. more

They should hold public meetings at least once a year in their constituencies during which utilisation of their funds in the previous year are made known and plans for coming year discussed. These should be posted on the panchayati raj /urban dev web-sites. Second, awarding contracts should not be in their hands. It should be the responsibility of the DM and his team after tenders are invited. more  
What ever steps are taken that will not be respected by the MLA/Mps. more  
No group like public servant, MP, MLA, judges, freedom fighters etc should get any benefit that is NOT available to a citizen. This is also corruption by another name! more  
Even a good individual gets corrupted in this system. Initially he is sensitive,conscious will be pricking later he gets used to the system, corruption becomes part & parcel of his life. Present day high cost of living & low wages may be to blame. Corruption is deep rooted we have to find a way to acceptable levels, i feel it is difficult to eradicate totally. May be we need one million MODI's more  
1. Bring in a compulsion of declaring ALL assets of the MP/MLA alongwith the those of wife children & parents 2. Remove all perks, subsidies, frills made available to them at cost of public money. 3. Publish all accounts of the usage of funds and make it available to general public and not only to those getting information by RTI. 4. No Life time pensions ( other benefits) since general public do not get such pensions unless they toil hard to invest in such funds- or make them also save money & invest in such pension scheme for retirement benefits. more
