Citizens safety on roads - who should address .

Is it GHMC or State govtdepartment of roads and buildings, Police department who should ensure safety of citizens on public roads .May it be drivers of two or four wheelers,pedestrians crossing the hazardous traffic or the innocent school kids riding a overcrowded auto rikshas all are being subjected to dangers .
The reasons like lack of footpaths,encroachments on foot paths, lack of zebra crossings,speed breakers,FOB, Under bridges,street lights, traffic signals and over speedsters, minor drivers, Tripple driving, wrong Side driving?
The budgetary allotments ,execution of works and overseeing traffic police dept are all in the news daily .The plea of the govt is that they do not have enough money !
The police traffic department collects crores of money from citizens and where they are being used is the point of curiosity.
The money accrued should be used for betterment of traffic amenities.
All shortages will come to an end if the huge quantity of money collected is spent on the much needed wants on citizens safety on roads.
Wise, experienced citizens should opine on the chronic problem of safety of citizens. more  

Blame our democracy of the people by the people for the people. Our FPTP sys is faulty. Still all the power to select bureucrats, Police, Judges, CBI, CID, CVC, CECs , Governors, VCs, CMDs of all PSU are vested on them. Once elected from Panchayats to Parliament there is no provision to recall. This is the reason GHMC, Police, HMWSSB and even Judges upto High Court obey their orders and neglect their Masters. more  
It is the duty of municipalities to clear the footpaths atleast to the extent of one pedestrian can walk, police shall collect fines daily for wrong doings, share a part of it to municipalities for undertaking repairs, a part to be put in a carpus to pay to people who meet with accidents in genuine cases. Even the courts who settle cases must help municipalities to rise funds for repairs etc. more  
Usage of boys scouts, girl guides, NCC, home guards , public volunteers with good understanding of traffic rules and law can help to some ectent in regulating the traffic and avoidance of accidents.When we were kids we were doing it sixty years ago. more  
A dirty irregular patch left on the side of road for pedestrians also not spared by bike runners. Constables posted on two sides of the road stay on one side and are gossiping without caring for pedestrians. Whom to complain? more
