Child Labour Amendment Bill - Inputs Sought
The Child Labour Amendment Bill was cleared in Rajya Sabha this week. This is good news. At the same time, we need to ensure that allowing children between 14-18 years to work in family establishments is not misused. Below are details. We welcome any inputs you have on the bill.

Summary of the The Child Labour (Prohibition and Regulation) Amendment Bill
It prohibits employment of children below 14 years of age in all occupations. But it allows adolescents (those between 14 and 18 years of age) to work in non-hazardous occupations and processes. They can work in family-run establishments like a grocery store but can’t work in a chemical factory.
Education for Children
The new law, while giving some relaxation for employment, makes it mandatory that the child can help one’s family and a family enterprise only after school hours or during vacations. During school days, no family can employ its children for job.
Violation
In case of violation, only the employer will be held responsible. He may pay up to Rs 50,000 as penalty and face imprisonment between six months and two years. For subsequent offence, the penalty will be imprisonment between one and three years.
Rescue and Rehabilitation
It will be the responsibility of the state government to rehabilitate the child. The government will give Rs 15,000 and add the fine from the employer to help the child’s rehabilitation. more

The Child labour records in Haryana are very bad ! special in these building of DLF and Unitech where the rich and famous corrupt tax terrorist live ! Labour is valueless human being specially child labour ! Our Administration is sleeping or taking bribes when it is reported to them. There is not even a single conviction in any case in DLF5 to-date. more

There must be a designated inspection authority and a periodicity for carrying out inspections of establishments having hazardous and non hazardous activities. This may be done by district administration. Otherwise there will be no way to identify violations except from a complaint. If child labour is to be seriously regulated under son enacted law, the violators should be taken to task. The bill offers sufficiently good punishment. The need is to only enact the provisions for desired improvement in this area. more

Make 10 000 laws but when the police and government is not really intending to implement it what difference does it make? I would have posted photos of child labour, used by government contractors in Bengal, if IPF had a way of attaching photos to post strings, and bet there is nothing IPF or Central government could do against the State and their contractors... So there is nothing for us to rejoice except that the lawyers may cry about a new section added to their exam syllabus. more
