In addition to all the issues listed here, these days you also see many buildings going for re-development in Mumbai. While, some successfully achieve this objective, there are others who get cheated by the builder mainly because the builder is not able to complete the project either due to cash-crunch or some other reason. This leaves the house owners nowhere to turn to for redressal. I feel the authorities concerned should take the responsibility of ensuring that firstly old, dilapidated buildings are re-developed and secondly the re-development is done properly without any problems to house owners. more  

Educated people living in cooperative societies are not attending meetings where important issues are discussed; those who attend do not agree to increased maintenance charges even if it is for their own good; managing committee members are defrauding the society; these are just some of the issues of modern "cooperative societies" where We the People are wholly at fault. How do we blame governments and registrars who take advantage of our attitude & behaviour? more  

Under the MCS Act, 1960, structural audit is mandatory. But who will enforce it? The society, the Registrar of Societies, The Municipal Corporation or the State Govt.? The society in which I am a member did not have a committee since 2004 to 2011. No one was aware of the rules and regulations of the MCS Act.The MC formed with self interest questioned my existence in the society. Today the building is declared to be dangerous by the BMC. Could any one pin the responsibility with an analysis as to who should be held responsible for loss of life if any in the near future? more  

It is the responsibility of the Municipal Corporation to maintain lists of premises in each ward age-wise and conduct periodical inspection thereof, particularly those premises, which have either already completed their standard span of life or are about to complete to ensure that continuance of such premises is safe or exposed to any mishap at any point of time inviting loss of lives and property. It is also their responsibility to ensure that any premises found in dilapidated condition are demolished by the owners as early as possible but not later than a date decided by the corporation, failing which, the work should be carried out by the corporation at the owners' cost. In the instant case, the municipal Corporation has utterly failed in complying with its duties and is liable to pay handsome compensation to each of the bereaved families. The corporation should also be held responsible for other families who were residing in the same premises for years and have suddenly lost their shelter and households and be made liable to adequately compensate them and also to arrange for their alternate shelters. Since the mishap was not the first one of its kind and as per records, it is of a recurring nature, the corporation must be warned by the court to be careful in discharging its duties and displaying its commitments towards providing safety & security to the citizens. more
