Yes. There is no accountability now with any of the departments who are handling the services. unless there is a monitoring and punishment built into the system, no one will take this serious

Issues are mainly at Three Fronts: a) Local Civic Body who collect taxes. They have no accountability. They must maintain a open website to record every detail of funds used and work done. Plus- Contact details of persons responcible for every work of citizen interface. b) Local Unauthorised Agencies & Bodies: In many localilities some group of people are engagged in providing services on charges. Fund collection is in lakhs with no accounts, NO receipts etc and public accountability. They all must be disbanded and handed over to NGOs or Self Help Groups if Govt cab NOT do it. Door to Door Waste Collection and Cleaning of locality streets are few examples. Citizens have no choice but to succumb to arm twisting & loot by such vendors. c) Individuals/ Citizens: They must be accountable for their area. Health, Sanitary and Other Public officials must take rounds and advice, resolve & if required penalize. These must start from Top & Rich Houses first. Unauthorized Hawkers & roadside Kiosaks are the biggest defaulters who are making good money at cost of public utilities and tax payers funds. Anybody can make gates, speed breakers and leave the waste on roadside OR there is none to cut grasses & weeds at public places. It will get solved by mechanization and not by employing the ill-trained & Unruly men who either create nuisance or look for extra money for any work. 2. Some agency to collect and dispose off waste like News Papers, Broken Plastics, Earthen pots/ wares etc. Walk on any locality and see how do they deface & misuse the public areas. 3. Add Builders- who spoil the roads, dump their material on the public places and barricade the extra area for their use plus add to pollution

The biggest problem of this country is the few people who thinks they sre above all social and legal laws. They spoil the whole system and for them there is no law no social binding or responsibility they keep throwing waste here & then that point become the nidus of collection.

Garbage should be treated as raw material for production and manufacturing 1. Hand made paper,2.building material, 3.ply board, 4.Rural Roads ,5.bio fertilizers and bio gas etc. Thus no part of garbage should go waste. The expensive part is to sort out this..:Supervisory role be given to senior citizens.

Sir I have written several times about the inefficiency of Municipal bodies and the actions to be taken so that they become more accountable and transparent. I reiterate the suggestions as follows: - All municipal bodies must have websites where names of ward officers responsible for the cleanliness along with their mobile numbers must be mentioned so that they could be contacted in case of any need. Public should be able to register complaints and upload photographs of heaps of garbage or dilapidated roads for the knowledge of Municipal bodies who must take corrective action in a time bound manner. - Municipal bodies must interact with public on at least monthly basis. It should be open for all where public should be heard and their grievances addressed in a time bound manner - All works allotted to private contractors or which are being carried out by the municipal body must appear on the website along with full details such as the work being carried out/cost of the project/ specifications of the material to be used and all guarantees/warranties and terms of allotment of contract. This will make the whole system accountable and transparent. In case the quality is being compromised, the public can take up the issue and make the concerned persons take corrective action. Presently roads are repaired and get washed away by the first rain! Who is responsible for this gross negligence and wastage/swindling of public money is known to nobody and nobody seems to be accountable also. Maybe the system suits the unscrupulous people and change is being resisted by extending lame excuses. PUBLIC HAS A RIGHT TO KNOW THE DETAILS. - Public must be made to segregate garbage into food waste, paper waste, electronic/electrical waste, plastic waste and other waste so as to facilitate recycling and preparation of compost to be used for productive purposes. Private players should be roped in to collect this waste and recycle the same by setting up garbage disposal/recycling plants. Government may give subsidy to such players to encourage them to take up this job. - Cleanliness must be outsourced and very high standards of performance should be set. Performers should be rewarded by giving incentives and the non-performers must be punished by levying heavy penalties. - Anybody found littering must be heavily penalised and such penalties should be Aadhar linked. The quantum of penalty should increase if offence is repeated. Habitual offenders should be dealt with sternly. - Habit of cleanliness should be inculcated from childhood itself and should be made a compulsory part of school curriculum. NOW IT IS TIME TO TAKE ACTION. LET US SEE IF THE GOVERNMENT IS REALLY SERIOUS OR IT IS GOING TO BE JUST A FRUITLESS EXERCISE. SO FAR NOTHING APPEARS TO HAVE BEEN DONE ON GROUND
