manufacturing AND SELLING of any type of goods, say ornaments, clothes, cement, steel , MILK , PANEER ETC should be covered under quality standards laid down by BIS . AND FIRMS SHOULD NOT BE ALLOWED TO SELL THEIR PRODUCT WITHOUT LOGO OF BIS, WHICH MANUFACTURERS SHOULD GET FROM BIS AFTER RECOMONDATION OF AUDITORS , WHO CHECK WHETHER FIRM / SHOP / DAIRY IS FOLLOWING STANDARDS OR NOT.
BIS IS NOT SUPPOSED TO REACH MANUFACTURER.
MANUFACTURER SHOULD REACH BIS TO GET LOGO.

Ok, the auditors will check the quality of the products, satisfy themselves of the quality & standard thereof and recommend for issuance of the logo by the BIS, the manufacturers approach the BIS and get the logo, as suggested herein. But what after that! Once they get clearance of the auditors, they will start manufacturing of sub-standard quality, affix the logo issued by the BIS and market the sub-standard products. Therefore, unless manufacturing and marketing any lot or quantity is restricted without the auditors certificate, as suggested, the system won't work to the consumers' benefit. Further, the problem with us is that we have inculcated the habit of accusing the government and its agencies for all odds and inconvenience without realising that being the responsible citizens of the country and consumers of the produces, we do have some responsibilities at least to protect our own interests and health. For example, the laws stipulate that 'no ready made eatables should be handled by the shopkeepers with naked hands' but in 99.99% cases in India hand gloves are not put on to the hands of the sales men/women and the items including sweets are picked up from the trays with naked hands only and in many cases even with naked left hands in front of the customers themselves with no objections. Keeping of prepared food items and sweets in open space is strictly prohibited which is never followed and such items infested with flies & other insects are gladly purchased by us and relished without raising any objection and complaining to the respective authorities. Whom should be blamed for this? Is it the government or its agencies or we ourselves? If we are unable to safeguard our own interests and health, do we have really any right to blame the government or any other one? We must give a serious thought on it. more

To tackel such issue there is a provision of surveillance audit each six month as per the provisions of ISO accreditation ,that is for three years. So the same has to be implemented and adopted.
The lame excuse given by relative depts.generally is shortage of staff.
This is very good area where govt can provide employment to thousands or as a third party inspection
They have to submit non compliance reports only not the all is okay report.
Then only some control can be brought on malpractices.
Just for example for movie there is a film sensor board which issues certificate for public screening of the films that is for perhaps TEN years.
There were instances in some cities that the exibitors cut the film from inbetween join the bluefilm n screen it. No one will know unless from public some one will inform or complain.
That's our system.
Unless the system that we build is perfect such malpractices are likely to happen n also the moral of our such citizens feels their responsibility. more

I agree with Anil Jauhari - in addition there should be strict penalty for not following it for BIS / certifying agency product standard which may not be mandatory and as an informed customer we should also stop buying the products without such certification for small price difference more

Pl remember that there are regulators for various sectors - like FSSAI for food or CDSCO for drugs. Its regulators' job to lay down standards which are to be mandatory - called regulations now. Not BIS. The regulators may use BIS standards. Or may not. Even under BIS Act, its the respective Line Ministries who have power to regulate and notify peoducts for compulsory compliance. more

Why Milk and Milk products could not be as per a standard? Why price can not be as per MRP? You can not link every thing to Petrol and Petroleum product prices. more
