Alleged malpractices by DHBVN (a State PSU Discom in Haryana) for new electrical connection

Feedback has been received recently from a consumer in Faridabad who has applied for new electrical domestic connection informing that despite having paid charges as per their demand notice, the linemen are insisting the consumer for providing 30-meter service cable for connecting the supply from Pole to the premises. While I shall be separately coming with revealing facts, I seek opinions/ views/ feedback from the residents of Haryana in particular as to whether they also faced similar issues while getting a new electrical connection. As there are set rules and regulations with penalties and most of the citizens are not aware of such rules, the possibility of prevailing of any scam in DHBVN cannot be ruled out. Please provide your valuable inputs to unearth such scams. more

@Sharad Kant JI, It seems to be because of technicalities involved in the sector. The definition of various terms in rules and regulations make it difficult to understand and reveal the complexity. That is the reason I assisted the consumer and disseminate the information. The citizens have to take interest in the posts which is lacking among citizens. As an update to the post, I have already brought this corrupt practices to the notice of HERC and hopefully some action may emerge sooner. more  
@Rohit Badhwar Ji, Sir, Do you have any copy of the demand note where the length of the cable and its specifications are provided. Demand Note as shared with me the consumer does not specify anything. It says total amount payable under various heads like installation charges of meter, fixed service connection charges etc. I would also like to share that I have made a write up on the issue and draft of the same has been sent to DHBVN for their comments/confirmation by 19th July 2020. If they do not comment or defend themselves otherwise the write up is being released in the media on 20th July 2020. If you have the demand note and can share with me. more  
The Electricity Dept is perceived by many citizens where its systems are built in such a way to provide scope for corrupt practices. There is very little or no transparency between department and the consumer.... The Electricity System needs total reforms. more  
Demand note always clearly mention the length with technical details of wire and consumer has to bare the cost. more  
For everything, the consumer has to bear the cost. But there are certain heads where the cost is merged and included. Nothing comes free. The example is fixed connection charges. more  
No at times connections are released with applicants material. Mr Virmani please find what are the latest regulations of HERC in this regard. Do not blame govt. deptts. How honestly we are paying taxes. more  
Thanks for your views. I am for past several days trying to retrieve information about HERC regulations. Initiating RTI also. I will definitely update the post. Meanwhile, I am requesting DHBVN to kindly confirm that this meets HERC regulations as they have stated their own circular. more
