Issues listed are broadly correct. However, there is a fundamental issue -- who is going to be in the driving seat for resolving these issues -- central government, state government, municipal entities, schools/colleges/universities or user industries/organisations. Further what can you realistically expect from the bureaucrats, street smart politicians/elected political representatives, current crop of 'academic bureaucrats' with no expereince of running any enterprise? They have not been able to deliver over last seven decades! If they were successful then this won't have been an issue on top of every one's mind!
You need to think out of the box and come up with practical solutions for:
1. Identifying specifics skills where there is a shortage and requires special training inputs, who can best provide these skills, resources needed.
2. Need to keep watch on the changing trends of skills required due to fundamental changes in the country's economy and industries needs.
3. Develop a nimble institutional infrastructure for identifying and supporting development of appropriate delivery mechanism including its funding -- capital/one time and running expenses.
