Ghost Employees on Government Payrolls- Solutions
1. Biometric attendance machines should be installed in every Government office, esp State and Local Government Bodies
2. Biometric machines for each entry/exit will also help calculate hours available in Office
3. Supervisors should make sure that any missing employee is reported through the right channel
4. Managers should make sure that the team members are made accountable for their KRAs
5. People caught indulging in ‘ghost employee’ practice should be suspended as well as criminally prosecuted
6. Strict action should be taken against bosses who use Government employees do their household work
7. Surprise check should be done by the authorities and bogus employees should be dismissed on the spot
8. If ghost employees are found, then the head of that department should be reprimanded
9. Employees in field must submit daily report & their performance may be measured by results & not by hours spent in field
10. If any top boss is found supporting them, vigilance enquiry must be initiated against such him/her
11. The list of employees has to be checked periodically about its authenticity by an independent agency.

3. Employees hire another person for a meager Rs. 5000-10000 to do their job while they work somewhere else
4. Many such persons are employed to take care of the top boss and their family at home
5. These persons get promotions without even going to work
6. Many line men in MTNL/BSNL are ghost employees
7. Many sweepers in MCD are ghost employees
8. In the Government insurance companies like New India and Oriental Insurance, there are proxy people doing work in lieu of the people on role
9. Many teachers of Government schools are ghost employees.

Many instances of ghost employees were seen on raids at RTA office Check posts ,commercial tax check posts ,excise dept Check posts ,registration offices in big cities in AP and Telengana.Ghost muster rolls in all departments paying wages as shown as temporary wagers in electricity board , roads and buildings etc. It is well known that many are working as domestic servants in engineers houses while they get paid on temporary wagers in their departments.Non existent ones are very common.Enrollment of ghost students for mid day meal and scholarship schemes in schools .in Hyderabad .Sarva shiksha abhiyan is also having ghost enrollment S . All private medical colleges have ghost faculty and fake patient case files, Operation Register and salary register .Even clinical departments are fake ,they will set it up on the day of inspection like munnabhai set up.

Good report - Let me know if we can sent to the respective minister's in-charge and ask them to provide a public report on the facts. We can give them 48 hours then stop paying your income tax and if they send you letter ask them for the reply from that minister - IAS and IPS officer should be summon to provide a investigation report on all these allegations.
