Unless corruption & Black Money Sources and Means are eradicated by the Rulers/apex such issues happen through many ways Krishna Singh . Corruption ,misappropriation , misuse , mis-allocation , wrongful options from law loop-holes are best honoured , or WILLFULLY ALLOWED FORMS OF CHEATING which is a gross crime codified in IPC . All these are really the challenges to the concept of Constitution . These will take away the civic rights of co-citizen while and are supportives of oppressive rule which we cannot see in Countries ruled by Marshals . All such forms of practice or carry shall be part of a Cheating Case under IPC and to be eradicated to their roots . There had been none till this time to awake the Judiciary or even the Politicians since the Indian Military was also set at recommendations since 1960s as I heard from a Freedom Fighter imprisoned for Six years in different civic disobedience campaigns organized then . more
